The Steel Bridge. 8 The information comes from the office of County Supervisor Koon, that the county commissioners will shortly award the contract for the i long-talkec?of'steel bridge over the Saluda river. This announcement will be received with approval by the majority of the citizens of the county. The necessity for such a bridge has h>ng been recognized. More than Once residents of the Dutch Fork have been obliged to go around by Columbia to reach the court house, , on account of their inability to cross on the old flats, which have long since < become unsafe in times of high water periods. This necessarily causes, a " ^great deal of extra expense, net to apeak of * the inconvenience experienced. . '0 That the commissioners have at last decided to erect this bridge,, which . -will be a living monument to their administration and last for generations to come, should meet the hearty approval of every taxpayer in the county. The Dispatch wishes to con- j gratulate the commissioners on tak- j ing snch an important step in the up- j building of our county. 1' We are of the opinion that the members of the winding- np commission erred when they refused to accept the receivership of the late State dispensary, offered them by Federal Judge Pritchard. They are in possession oiNthe facts and could have ^served in this capacity to great adv vantage and at a great saying to the State. The whole thing is in a muddle and should have been settled within the twelve months, as originally intended by the legislature when they established the commission. Listen to the contentions of lawyers, who are receiving the sugar plums, and the matter will never get out of the eourts. In the end, as previously stated, the State will gain nothing. f See how much has already been flitted away. vl- Judge Pritchard is to be commended for appointing such men as Judge Joseph A. McCnllough, C. K. Henderson and B. F. Arthur as permanent receivers of the dispensary funds. Judere McCulIousrh i3 one of the most ' : - . distinguished. lawyers in the State and a man of the highest integrity; therefore, the receivers will not find' t . it ntcessary to appoint an attorney to , - .advise their movements. Judge McCullough knows the law as well as any man in the State, and that he will do hie duty iij a conscientious p > and fearless manner, is not questioned, even by the most bitter oppose .nents of Judge Prifcchard's action. ^ It is indeed refreshing to note that there is at least one judge in South Carolina that has the moral courage to do his duty in keeping down blind/' tigers. We have reference to Judge ?& - Robert Aldrich, who sentenced two men to "do time" on the chaiDgang ' of Darlington county, refusing to |. .. allow the men to pay the usual fine. Would that every judge in the State ;' would follow Judge Aldrich'9 course. ^ 4 Lenient and sympathetic judges are, iS" in a very large measure, responsible : for the lawlessness so rampant in our I ? State today. ? : The Dispatch has received a copy of Commissioner Watson's Hand Book of South Carolina, containing 608 pages, neatly printed and handsomely bound. The book is very interesting f and is a world of information: the reV sources, institutions and industries of the State are clearly and forcibly setf% forth, with hundreds of illustrations. The work reflects great credit upon the author and will no doubt redown to the future prosperity of our State. i Col. J. Brooks Wingard, one of Lex- j . ington's representatives, refused to j ? accept pay for his services during the j re-convened session of the general assembly. Col. , Wingard was among the few who held that, a member who accepts pay after he has already served the 40-day limit, violates his oath. However this may be, the majority of the members did accept pay. Whereas, the Augusta & Columbia Railway company, by Boykin Wright, its director and general counsel, a corporation chartered by the Secretary of State under the general law, on 12th day of March 1906, has filed with me, as Secretary of State, a written declaration and petition for amendments of the charter of said railway company permitting an adjunct track or spur from Augusta to Clearwater and also the Completion separately of its road to Augusta and Aiken and also from Aiken to Columbia, either or both as may be, as more fully appears by reference to said petition. Now, therefore, this is to admonish all and singular parties interested, and along said line, that they show cause, if any they have, on^or before Wednesday, March 11th, 1908, at 1 o'clock p. m., bv appearing in person or by filing such objections with the Secretary of State why said amendment should not be granted.
