Washington, Feb. 19.?Addressing the Senate this morning in a brief speech, Senator Tillman called attention to the startling increase of crime in the District of Columbia and ascribed it largely to the negroes of' the ! city. He made his remakrs prior to I the introduction of a comprehensive vagrancy bill, which is based on the Massachusetts Code dealing with this i subject. Senator Tillman declared it was im portant that the cause or the crime from which the District was now suf; fering should be removed rather than i that efforts should be made to correct | the evils after they had been done. | He claimed the negroes of the idle | and shiftless class were to a great ; extent responsible for the rpbberies I and like crimes that have lately been I committed, twenty-one assaults cn ! women having been made in this city since last September. He said the same difficulty existed in all Southern cities. "Owing to the over-education of some negroes," he said, "they are made to have higher aspirations than it is possible for them to attain." Senator Tillman's bill to define and and suppress vagrancy specified in detail the persons who shall be con-^ sidered vagrants. It includes all idle and immoral persons and those leading a profligate life, idle persons who hatfe no visible means of support, persons who frequent evil resorts, persons wandering abroad and begging and various others. The bill provides that every person who is convicted of vagrancy shall be put under a ?500 bond for his imod behavior for one ~ ~ o ~ ~ ? year. Violation of the conditions of the bond wiil be punished by sentence to the work house for a period not to exceed one year. A weak stomach mean weak stomach nerves, always. Kaufmann Drug Co. . t OWtuary, Elijah Stoudemire "fell* asleep" at his home, near Peak, S. C., Feb. 11, 1908, at the ripe age of 91 years, one month, and one day. He was a life-long member of St. John's (Broad River) Lutheran church. In 1852, he was married to Mrs. Elizabeth Derrick. / This union was blessed with two sons, both of whom survive. Here is the testimony of one who lived near and knew him well. "He was a loving husband, kind father, and a good and useful neighbor."
