President Roosevelt discused very freely today with his cabinet and with individual callers, among whom were Senators Knox and Foraker, the present situation in Ouba and its temoorarv occu pation by the American forces. The matter was talked over at the cabinet meeting, but no definite announcement of the result of the deliberations was given out. The president reiterated to the cabinet and to the other callers with whom he talked that the action taken by the American government was destined solely for the benefit of the people of the island, with a view to the complete restoration of order and the protection of all interests. He declared that he had no such motive as the possible annexation of the island by the United States. | What he wanted now was that the ! Cubans should be given another chance ! at self government. Unless extraordinary conditions | arise no extra session of congress will ! be called to deal with the Cuban situa! | tion, as the president considers he has I ample authority to proceed in the matter. It seems to be well settled that former Governor Charles E. Magoon of the Panama canal zone, who has just returned from Panama, will be appointed governor of the provisional government of Cuba in succession to Secretary Taft. Governor Magoon is anxious to go to Cuba and his selection for the place is expected to be announced soon. The president expects Mr. Taft to return to Washington in a fortnight or less. Greenwood, Sept. 30.?The citojfl&icials have in the last few dayjppftri getting in behind the vagrants some what. Labor conditions in town are pretty bad and out in the country they are reported as almost intolerable. Six negroes were up before the mayoi yesterday morning. Three were convicted and given sentences which they will work out on the city chaingang. The other three were excused. From the country reports come in that it is almost impossible to get any hands for picking cotton at all. Farmers living near town have been sending ir wagons early in the morning and carrying out a load of children and halfgrown girls to their cotton fields anc bringing them back at night. This is a poor sort of way to get cottor picked when the fields are perfectly white, but it is the best they can do, Further away from town the farmers cannot resort to this method of secur ing help and their cotton has to remain in the field until it can be reach ed by the short help they have.?Th< State.
