There was very little done ip the way of actual legislation. A great mas* of new bills were presented among which were the folMr. Devore's current resolu tion re' ceived its second reading, as follows: Resolved,4by tbe House of Representatives, the Senate coDfcurriog, That the fourteenth and fifteenth " amendments of the Constitution, of the United States should be repealed even it beoomes necessary to cut - down our representation in Congress, and that our representatives in tbe Hational Government from the State of South Carolina be, and they are ' hereby requested to press this matter upon, the attention of Congress, with a view of accomplishing this purpose. A concurrent resolution was adopted asking that tbe members of Congress see that the ginners' reports be promptly sentto all ginners in this State. SENATE?WEDNESDAY. The Senate today went through its Calendar, disposing of various bills on it without discussion, advancing them one reading and otherwise acting upon them. The Senate adjourned to meet again Friday. The following bills passed a third reading and were sent to the House: Joint resolution proposiog to amend Section 16, of Article 4, of the State Constitution, with reference to the time to which the Governor may adjourn the General Assembly. To fix the salaries of the sheriffs in this State. To define and prescribe the manner of "showing compliance with the requirements of the Constitution" to the Governor prior to ordering sn election as to the creation of a new county. The following new bills were introduced: To pnnish the corrupt giving of gratuties. Relating to railroad crossings and limiting the hours of labor of railroad train employees. Amending the law relating to the transfer of persons in school districts. To authorize corporations furnishing light and power to eondemn lands for rights of way. The house of representatives met at noon, passed a few measures, received 20 new bills and agreed to the senate's resolution to have a commission to look into the matter cf the explosion of the boiler in tbe base ment of tbe State eapitol. A bill to change the law of trespass so that tbe onus shall be on the trespasser was given second leading. A resolution to fix the 11 h of February for the day of adjournment was killed. The committee of commerce and manufacture made a majority favorable report on tbe bill to reduce to 10 hours daily the number of hours of labor in a cotton mill. There was an unfavorable report from the same committee on the bill to feltehd tbe fellowservants' law to employes of cotton mills. ? m a < n Tbe following passed tnira reading and were sent to tbe sea ate: A bill to dispose of finally all moneyb in the State treasury known as the "Direct Tax Fund." A bill "granting to the United States the title of this State to, and the jurisdiction of the State , over, certain lands on Sullivans Island, in Charleston county, for military pui poses. SENATE?FRIDAY. The reading of tbe calendar was practically all tbe senate's business, and one or two debates arose in this connection, one of them being important. This was over Senator Raysors bill to regulate certain conditions in connection with tbe formation of new counties. There was a minor debate on Senator W. E Johnson's bill concerning fraud iq elections, but it was passed over until Monday. New bills were introduced as follows: Relating to appointment of county dispensers. Relating to the sale of diseased flesh. To provide for inspection of cotton seed meal in tbe same manner as commercial fertilizers. Proposing to amend constitution by extending terms of represeutatives to four years. ~ The bouse committee of agriculture decided upon a favorable report on Mr. Ashley's bill to abolish the office of agriculture) commerce and immigration. Lawyers Responsible. The Newberry Observer say*-: "With the State a balf million dollars behind and expenses increasing, it is no time to talk about more judges and more solicitors. Besides that, we don't need them." No matter how many courts we may have, the dockets will remain congested as long as judges allow the postponement of cases on the slightest pretext. The courts do not have more cases now than can be attended to. The trouble largely arises from the fact that they are not attended to and lawyers, as a rule, are respoasible. | -?
