When we say anything against the great cause of education, we are striking a blow at the principal support of our governmental structure. I do ! not care to be a target for critics who have the honor only by cbaDce, ; bat I do make the assertion that at this time compulsory education is sot desired by the great majority of people in this State. My reason for ft making this statement arises from ^ -conditions which affect our educational system more or less indirectly. The first and principal one is that the "Child Labor Bill," introduced at onr last session of our legislature, became law, and went into effect last year. The provisoes of this law, in a measure, make it incumbent upon families who are living in factory towns and who have children in the mills to send them to school for a certain time. Children under twelve years of age are not allowed to work in the mills at all. The factory authorities have built nice and commodious school houses to accommodate the school children of their employees. It was in these mill districts that a majority of the parents who kept their children from school the year round could be found. This has been remedied to a great extent by the passage of the bill referred to. The next question arises as to what shall be done with the rural districts. Most patrons of country schools do patronize their schools for at least a few months of the year and would send longer if the sessions lasted. A wave of educational awakening isnow passing over the country and everybody gives it greater momentum and wider territory as its sweeps onward in its triumphant march. In the country, the people are supplementing their public terms by private support. This is certainly commendable on the part of the patrons in the face of the negligence of the State of her schools. A compulsory education measure would send a chili over the present bright prospects from which, I'm afraid, it would take some time to revive. The great questions have been and will be, "To whom most the power of forcing a man to send his children to school be delegated?" "Who shall be the judge of his ability to send his children to school a fixed number of months and punish him if he does not do Bt? While some may view these questions lightly, yet when we oonsider the eubject closely, you will sty "Let well enough alont!" until the people are further enlightened to the crying needs of popular education?not popular in the sense of supporting the State colleges beyond their needs to the woeful neglect of the public school, which is the only hope of our country. The time may come in this State when legislation along this line may be needed, but a view of public affairs will convince the most ardent lover oi knowledge * that the time is not now. H. A Right Alarm. Worse than an alarm of fire at I v sight is the brassy cough of croup, which sounds like the children's death knell and it means death unless something is done quickly. We would , not live in a town we had to cubs while the world is as big as it is now." j Will Build Here. Government to Erect Observatory in Columbia. Daily Record. Columbia will have a complete and up-to-date weather bureau observatory Boon if the plans of Mr. Willis L Moore, chief of the weather bureau, and of Observer Bauer are carried out. In bis annual report, Mr. Moore suggested the advisability of erecting five buildings as meteorological observatories, and named a number of the cities at which it would be profitable to erect these buildings, one among them being Columbia. The eye of Representative Lsver fell upon this report and he was not slow to press the claims of Columbia. He demonstrated to both Secretary Wilson and Chief Moore, the special I advantages of Columbia in the way I of railway and mail facilities, and asked that South Carolina be given recognition in the distribution of these weather observatories. The announcement is made that Secretary Wilson has approved the : location of an observatory building in this city and it only remains now for this to be passed upon by congress. That body genally adopts the report of Chief Moore aod the recommendations of Secretary Wilson. The building is to cost not less tban $10,000 and Dot more than $15,000, and it can easily be seen that with this amount a handsome structure can be erected. Amsterdam, Feb. 5 ?News was received here that the entire town on the island of Java in the Dutch East Indies was destroyed by volcanic eruption. Hundreds of people were killed.
