It is farther stipulated, agreed and understood by the parties to this organization that all the cotton seed raised or controlled by the members of this association during the season of 1903 and 1904 shall be disposed of by or under the sanction and supervision of the executive council of said association. C. tm m Payne's Illness Not Improved. Washington, July 9?Postmaster Guneral Payne is again very ill. His stay in the mountains apparently did him no good. His physicians ordered him tonight to go away until the hot weather abates. ArraogemeDts are new being prefected for him to take a sea voyage. He leaves early next week. He was quite ill on the train and suffered much before reaching Washington. He was unable to go to his office today and denied himself to visitors.
