The cases to invalidate the new Virginia constitution heard in the United States Circuit Court, Chief Justice Fuller presiding at Bichmond, were dismissed for the wanti of jurisdiction, the actions being against the State and on the ground that all the contentions of complaints have already been passed npon adversely by the United States ?- A Supreme uourt. * * * Some weeks ftgo the Newberry Observer complained that some of its esteemed contemporaries were helping themselves too freely to its semi weekly dish of hash and did not even have the manners to return thanks for the same. This enlargement will necessarily increase the number of operatives and to accommodate . them 80 dwellings will be erected in factory village. The president of this mill, Mr. Summer, is a LexingIonian, having been born and raised in the Dutch Fork section of this county. He is a successful business juan of that progressive city and all he touches, in common parlance, seems to turn to gold. * * MilHonaries are of some "use in \ this world after all besides worshipping at the throne of fashion and drinking at the fountain of pleasure. It has been developed that an assocition of millionaires, headed by John D. Rockefeller, head of the octopus? the standard Oil trust?has had introduced in the House of Representatives bill for "the incorporation of a general education board/' the pur' pose of wbioh is to pave the way for the establishment of an educational centre of extensive proportions" with "the intention to create fl'fiind to aid existing schools and colleges without any restrictions as to age, sex, color" or previous condition of servitude. As*we understand it, these rich fellows up North who have been robbing the poor to jbujiiply $beir dollars, have concluded to ease their consciences by giving a very small portion of their ill gotten gains to edu. caie Southern "coobs." It is the oid a'ory over again of "robbing Peter to pay Paul." * * * It is a remarkable coincident that the essential standard in the Republican declaration of principles, is a strong federal government and a curtailment of ^be rights of the States, and that of the Democratic party is diamentricallv reverse to such a the oryof government policy; yet every question involving tbe rights of the States which has come before tbe United States Supreme court, a mrjority of thernembers of which are dyed in the wool Republicans, for a decision has, without exceptior, been in favor of the the Democratic in- j terpretafcion of the Constitution of the j Un ted States. The lesson we gather j from this fact is a whlosome one ss it proves beyond cavail that the priciplei of Democracy are founded upon thos9 of the founders of this great government and that this party is, therefore, the proper machinery through which to administer the laws of the land. For the want of able leaders who have a settled policy consistent with the constitution, the Democratic party has lost the confi dence of the masses in its ability to carry out its pledges, hence it hss been shorn of power and the responsibilities of government turned over to those whose principles borders upon those which are distinctively monarchal in theory and practice. Under existing conditions the Democractic j party has law, justice and right in its favor, while the Republican has the electors, boodle and statesmanship on its side. "Isn't it a shame, a measely shame" that such a condi! tion of affairs are allowed to exist I longer when the adoption of a broad I and liberal policy for the guidance of ! the party would correct the existing evils and place the Democratic party once more in power to save this country from aristocracy, title and revolution. After nine weeks of discussion before the joint committee on temper, ance and the floors of the two houses, the Vermont Legislature today passed a high license local option measure with a referendum, and the bill has gone to the Governor for his signature. There is no doubt that the Governor will sign the bill as he hsa been in sympathy with it from its inception. The bill will go before the people for acceptance or rejection on February 1 next, The distance from a church or school house where a saloon may be situated is fixed at 200 feet. One-half of the license and fines arising under the law will go to the State aDd one-half to the town or city. Question Answered. Yes,. The proposition of Grover Clevt land as sgain a candidate for the presidency is of course a wild one, and if bis choice once more were practicable, in view of the precedent it would create, the action might be objectionable. How to Prevent Croup. It will be good news to the mothers of small children to le&rn that cronp can be prevented. The first sign of croup is hoarseness. A day or two before the attack the child becomes hoarse. This is soon followed by a peculiar rough cough. Kaufmann's drug store. ??? Four large organizations of railway employees have decided to demand from 10 to 20 per cent, increase of pay on Western systems. I Erratic Missouri. The Missouri river has played a huge joke on Nebraska City, Neb. On Thursday night it flowed at the doors of the town. The next night it sudenly changed its channel and it is now three miles away. The greater part of the big Burlington railroad bridge now fpans dry land. The water works are left high and dry; the pumping station is without connection and a water famine prevails. All the river craft were left on the sar.d or in small pools of water. The change of channel means a change of state citizenship to more than a score of farmers. Flies Must Go. The Charleston city council has adopted a resolution instructing the health board to report whether any practicable means can be provided for the extermination or diminishing of flies and mosquitoes. This is the right time to begin such experiments. Such experiments have been tried with success in a number of cities, and scientists are giving the subject much consideration. In course of time it is hardly to be doubted that these pests will be practically eliminated ?Columbia Evening Record. Saved at Grave's Brink. Mrs. Houghman requested that Bessie, the cow, be brought into court. The request was granted and Bessie stood demurely before the bar. "Got a kiss for me this morning, Bessie?" coaxed Mrs. Houghman.
