Morgan was trying to beat Governor Odell because of the Governor's activity in bringing about the aeitiement of the coal strike by arbi^ V-' - < " tration. Mr. Woodruff admitted, that he had do positive information upon the sabjeet and that his inference was drawn from the attitude toward the ticket of a newspaper in which, he said, Mr. Morgan bad a large interest. 33be report was spreed from Republi- J ea& headquarters in Brooklyn early is ;the day. It is said today that President Roosevelt is palpably irritated over Cab&'s seeming indifference to the obligation* assumed towards the United States with reference to granting sites for naval coaling stations on the island and other privileges through the adoption of the Piatt amendment as a part of the Cuban constitution. While no instructions on tbe subject have been 6ent to tbe American minister at Havana and nothing bas been said to tbe Cuban minister at Washington, it is expected that within a very short time tbe State department will politely, but firmly, call the attention of the Cuba government to the matter and ask that negotiations looking to a conclusion of a treaty including these obligations be im mediately begun.
