He attempted to board a moving train when he slip and fell beneath the car wheels and was crushed to death. During a thunder storm on Sunday of last week the Methodist parsonage of the Lewiedale Circuit, at Lewiedale, was struck by a thunderbolt and considerably damaged. Will Go Into Effect This Week-Municipality Will Have Complete Control of All Its Affairs. Habaua, July 8 ?The new charter of the city of Habana will go ioto effect immediately after its publication, which will be made this week. The powers of the recently elected officials are hereby greatly increased, j The city will have control of all matters within its boundry, particularly theestbb'ishment and regulation of the city administration, the adoption of measures relating to tbe use, arrangement or ornamentation of public ways, the comfort and health of tbe inhabitants, the promotion of their material and moral interests and the security of their persons and property. Neither the central nor provincial government shall have power to intervene in matters placed under the control of the city officials. This gives more complete power tban was ever before given to a municipality in the island. Toe granting of a charter to Habana will djubtless be followed by the granting of charters to other cities as soon as the -documents can be prepared. The order3 for the removal of a large number of troops from Cuba recently issued have been gladly welcomed by the Cubans, and Gen Wood is in receipt of many letters from various municipalities cfU-ring thanks for what they call his disposition to trust the Cubans, and declaring that the entire island is in a state of absolute tranquility. The Tenth infantry, it is believed, will leave the island shortly after the departure of the regiments now under orders to proceed home. Guv. Wood probably will visit the United States soon, leaving here next Saturday to escort Mrs. Wood to the United States. < CASUALTIES IN LUZON. Americans Lose 11 and Filipinos 160 During the Week. Manila, July 8?The past week's scouting in Luzon resulted in eleven Americans being killed and sixteen wounded. One hundred and sixty Filipinos were killed during the week and eight Americans who had been prisoners in the hands of the rebels were surrendered and 100 rifles were turned over to the United States jfficials. The enemy ambushed a wagon train between Inding and Nuic. The Third infantry lost nine men, while on an expedition to punish the Ladrones in the delta of the itiio Grande. In the Antigup, province of Paney, e; running fight of three hours duration resulted in the killing or wounding of 70 of the enemy. There were L-o casualties among the Americans. The insurgents are slowly accepting the amnesty provisions. Ia some instances the Americans are suspending operations, in order to give tLe rebels an opportunity to take advantage of the decree. The State Legislature, at its session in 1897 98, passed an act appropriating five thousand dollars frcrn the dispensary profit to be used with the funds derived from the Peabooy ! bi'quest, in running Summer Normals in each county in this State for the purpose of raising the standard of teachers of the free public schools. The Summer School for Lexington county, will open on the lat day of August in the Classical Institute building, and continue four weeks ui der the management of Prof. Paul P.
