Selected TheEvan's Dispensary law of South Carolina is causing much comment both in prohibition circles and in the ranks of our "friends, the enemy.*' The question with staunch prohibitionists is, should we support the StVirmld wo befriend anv measure winch practically makes terms with the rum power, and does not seek to wipe it out of existence? Standing as we do upon a rigid "no compromise" platform, can we consistently give moral and civic support a legal enactment, however stringent, which seeks the "'regulation" of the liquor traffic? Some twelve years ago high license came to the front as a remedy for the incieasing evils of the saloon business. It was first introduced in Xe braska through the celebrated Slocum bill- Most of the prohibitionists and Women s UJiristian xemperance Union women of thai State regarded the measure as a great improvement upon the old method of regulation, and worked hard to secure the passage of the bill. High license has prov-d a failure, as we all acknowledge, and it wras so pronounced by its originator upon his death bed. Nevertheless^ by very reason of its failure to wou^ the evil j)ower at which it aimed, the Slocum bill may kfill be regarded as zbstep toward ul c; * timate prohibition because it has forced the people to see its utter futility as a temperance measure. Every new experiment 011 the regulation principle demonstrates the utter inability of that policy to keep the liquor traffic within bounds and helps the temperance cause by making plainer the true source of the evil. The high license plan has taught the people many valuable lessons, bas done much to swell the pro hibition ranks. The new law of South Carolina seems to be truly a progressive step along this same educational line.
