BALSKETT ADDS A (ilAPTER | j To Miller's Dying Statement and j Attacks the Solicitor. j i Another, Dying Confession from Miller to His Attorney that Differs from the One Already Published. Columbia Kecord March 28th. W. J. Miller who died at the almshouse a few days since, gained notoriety as an affidavit maker in the Leaphart case in Lexington county last spring. He seems likely now to gain nearly or quite as much notoriety in the matter of death bed confessions. The day after his death the Record published a statement made by him officer of the court about tv^s igF State Industrial School for Worn ?g|pP^ Concurrent Resolution of the Sen: and House of Bepreientativas South Carolina. Be it resolved by the Senate, 1 House of Representatives concurrr That the Governor be, and he hereby, authorized and empowei to appoint three commissions. wh< duty it shall be: First. To investigate and rep what are the requirements for an dustrial school for women, and vr: would be the probable annual cost its maintenance. Second. What inducements in ' wav of grounds, buildings, mone other securities may be offered persons or places in this State to cure its location, and to make rect mendations thereon, after visiting same, if necessary. Third. That the said commissi ers make their report to the G ernor as soon as practicable, and t their expenses incurred in execut the commission be paid out of Governor's contingent fund: I vided the same does not exc three hundred dollars. The undersigned, commisrooi' appbin^tHw^fno Governor under foregoing resolutions, beg leave call attention to tne importance the object proposed, and to invite operation. It i.s unnecessary speak of the need, or of the valu' the State, of such provision in ai< the education of women. Recog ing the benefits which such an lr " tution would confer upon the c munity in which it might be erec the Legislature through us app to the cities and towns of the Si to submit offers for its location. ' presene of a State school of character, with a large Faculty probably severed hundred young dies from all parts of the hit would at once make Its sire a cei of educution, intelligence and so attraction. Its ioflneno# ^*ould rectly elevate and assist the I schools: and there would follow increase of population, with an Lancement of values, not easily L overestimated. We invite the attention of municipal authorities and people otu cities and towns to thess gol boy and a girl.
