A corrkspondunt of the Abbeville Banner, writing from Washington, Sept. 4th, speaks in tho following terms of our Congressional Delegation : "In the Senate, Judge Butler stands deservedly high. Asa ready debater and acute reasoned ani thorough lawyer he stands in the front rank. There could be no higher evidence of his intellectual ability than the single fact, that among all his peers, in that august body, he stands at the head of the Judiciary Committee, selected as its Charman by the voice of the Senate, as being better fitted for its arduous and abstruse duties, than any of the many able Lawyers and States* men who coni|K?e the body. ?Of Mr. DeSauaeurc, I know nothing, on account of his recent appearance in the Congressional theatre. He brings w" with him, however, a reputation for great alalities, which I cannot but believe will make him a worthy and acceptable Statesman. In the House of Representatives you -aro particularly fortunate in IiAving an able and gentlemanly delegation, watchful of the rights, and devoted to the interests of their l>eloved South Carolina. I have not the pleasure of an acquaintance with Mr. Wallace or Mr. Colcock, but these gentlemen are very much respected for their talents, and Amiability of manners to their associates. Governor Aiken is a most perfect gen tlenian. lie has endeared himself to a host of friends, including all the officers of the House, by his uniform kindness to them, whatever their grade, which is a sure mark of the true gentleman. lie is what may be called a icorking member, i As a member of the Committee on Commere, he was a fit representative of the commercial City Of Charleston, and his prompt attention to the wants and busi ness of his constituency is w orthy of all praise; in this respect others would do woii, to make him their exemplar. He seldom troubles the House with speeches; indeed, I recollect of but one occasion in which he occupied the floor, and that was in a matter that directly concerned his own people, in repelling certain charges made by Mr. Durkee in his speech on Slavery. The occurrence is so fresh in the tecolloctionjof all that 1 shall not enlarge upon * it. Suffice it to say that by his firmness, and at the same time, gentlemanly forbearance, lie caused a retraction to be made. Mr. Woodward, has the reputation of being one of the-ablest lawyers on the floor of Congress, llis recent able argument on the Wheeling Bridge case, is striking pr?>of in fav??r of this general estimate of his legal ability. I may l?e pardoned f.>r expressing the opinion, as a faithful Comrpomlrnl, tlint a mind peculiarly of a legal turn, in prone to objections, and that it once and awhile occurs that these objections, g?>od in themselves, and intestable in a judicial tribunal, are not always cx|>edient or |>olilic in the National Legislature. Mr. Woodward is an able and useful member of the Committee of Foreign Relations. lie U a very close and logical reasoner, a ri|?e and thorough scholar, and I am sorry to know that he has expressed his intention of declining a further rc-election to Congress. With Gen. McQueen I have a very slight acquaintance, and therefore cannot venture to say much, lie la a universal favorite with his brother members, and is cherished hv the officers of the House for his acta of kindness to them, the justice of whose praise in bis favor, and respect for hia character and bearing. I have occasion to know, is well-merited. I am deprived of the pleasure of knowing your Representative, Mr. Hurt, on Account of the long, the lengthened indisposition which constrained him to l-e id went from the Capitol for a considerable portion of the 8es*ion. He is considered as one of the ablest men in the delegation, and in PariimentMry law is thought to have no superior in either branch of Congress. As a Presiding Officer, 1 do not think he is surpassed in this or any other country. Hut it is a work of supererogation for me to speak of a gentleman t- it t - who m w wen Known oy those who read your excellent paper, It m much regretted her that he haa deckled to quit Coogreen. 1 turn now to notice one who ie of the younger branch of American Statoamen. Col. Orr is not much over thirty yean of age, but he has in his abort and brilliant ^ career in the councils of the Nation, marked his name npoo the legislative history of the Country, in characters which cannot he easily effaced. His sun is but just riseft^who knows Imi that when it shall V have reached and passed its xeoitli, he may be the worthy w?*?ev, in point of influence and ability, of the poNtio*! mantle of t|se lamented Calhoun. I|is oourse hitherto, his acknowledged influence over the legislation of his Country, and his weight snd quickness in debate?indicate him as fhst gaining the goal of a honorable ambition?the eervhfl of hie native Bute, with devotioa, and the whole Coun> try with honor, Col. Orr, at the asm* time that h* P"***a with a brave hand the rights of hi* own constituent*, and guards with senskkve devotion the poeitio^ Md honor of his own State, nevertheless, m 40 in my judgment, is national in his views, and looks to the peace and happiness of ^ the whole Country. In point of personal tr influence and popularity he is second to rc nobody in the House, which has been clearly demonstrated several times during f0 the pres. nt session, in his success in most ^ of what he has undertaken to carry through. I love young blood when it is tempered ?> by wisdom. I like the confldeiice which youth and strength has in its own powers and the generous confidence it begets in U others, and I have seen no man in Congress.
