One of the ablest articles on th? Dispensary law that we have seen is from the pen of Dr. W. H. Tim merman,-and waspublishad inlasl week's Baptist Courier. It is ii answer to Rev. J.'W. Perry'6 arti cle on the same subject, and com pletely demolishes that gentleman Mr. Perry's argument is one oi passion and invective. Dr. Tim? merman is absolutely fair, temper ate in utterance, and claims nothing for the Dispensary law but that it is a moving forward, an approximation to the best ; and, in this world, next to the best is all that mortals may hope for or " attain, and he who will not accept a better because he caunot get the best would stifle human aspirations, repress human endeavor, and manacle human progress. What is the use of it all, however while the j>eople in the towns, the centres of enterprise, are discour aged by hostile acts of legislation and the hostile utterances of influ ential demagogues and capital is spoken of and treated as a foe to he punished instead of a friend to be eagerly welcomed? Are the newspapers to pvt their hands over their mouths and go on urging capital to come and investments to be made while uttering no word of protest against the legislative and executive acts and words which paralyze both? Is abject, silent, inactive submis son to what is believed' or known tobe wrong and dangerous the proper method for righting wrongs and preventing dangers? -Geen vile News. R. by Sheriff Nance, of Abbeville, for taxes due the State, says, "rail roads cannot be levied on with impuni ty " And why not, pray ? If? railroads will not submit to the law. why should they be exempt from the penalties attaching for failure to submit? Are railroads any better than the balance of us? Can they, pay or not pay taxes as it suits them I The position that the News and Courier assumes in its enmity- to Gov. Tillman is asinine. If the times were' not slightly out of joint', tho appointment of Mr. R. S.'Hill; of Anderson, to be State Dispenser, a most worthy gentleman, but one who was not ever an applicant, would be put down as greatly to the credit bf Gov. Tillman and would be hailed as the act of a chief-executive who is endeavoring to best serve his State and people hy selecting the best man for the office. But the ant's do not so see it . They main tain that the Governor made a good appointment first, knowing .that it would-be declined, in order to have an excuse to afterwards make a bad appointment. The Port Royal and "Western Carolina railroad has not paid its taxes in this county. The company has made no tender of any, p?rt bf its t?fces but has gone on* as if the State had no right to collect any taxes from the in corporation. Last Saturday Sheriff Nance went to Greenwood and levied an execu tion upon two trains belong to "the company One of these was a frieght and the other a material cou structio n train. When the authori ties of the road.in Augusta learned wha' had been done they telegrap hed to find out .if the Sheriff would release, the freight ' train and hold the coustruction train until they could give a bond of indemnity. The Greenwood agent attempted to get up a bound of $4000 in that town but failed to do so. While this effort was being made it is said that instructions were sent from Augusta . to run the trains through at all hazards. ' So'during the pendency of the ; negotiations between Sheriff : Nance and the railroad authorities i the latter violated what ought to ' have been-an honorable under - standing and ran away with the . attached property. This was a high ? handed proceeding and'shows in . what j;oo.?ttm33.fciJ'?^?. Jtxr--cwrOTXfrRT Having been granted the right away and other -franchises to operate their railroad this company sets itself above all laws and defies the.auhorities of the State. Sheriff Nance was acting strictly in accordanee with law. While discharging his duty fearlessly he desired to be as pleasant as. possiblejabout it, an d the railroad men in Greenwood also acted with perfect propriety and showed proper respect for the law and its officer. . There can ba no justification of the Augusta authorities and their cause has not boen helped. In time the taxes will have ,to be paid. The railroad may delay and embarrass the State but in the end the law will triumph. This railroad has made no tender, has paid nothing willingly or under protest. It has arrogantly and contemptuously defied the laws of South Carolina.-The action is proof of the disposition of this incorpora tion to override the laws. If a private individual had ran his property away to evade the pay ment of .taxes a great howl would, have been raised by the Anti newspapers but they are now found on the side of the cor porations. -Medium. A Joint Discusson in Atlanta. An effort is being made to get Bob Ingersoll to lecture in Atlanta. A number of the ministers of the city are opposed to his coming, and have' so expressed themselves though the daily papers. If he does come Sam Jones wants to "divide time with him," as will be seen by the following interview j with Sam by a reporter for the Journal : "What do you think about Colonel Ingersoli coming to Atlanta to lecture against christianity?" I asked Sam yester- i day. "If old Bob comes," be re plied, "all I have to say is that I would like to divide time with him for about two hours and if I did not make him wipe his bald head more than once, you m ay-have my . hal." . "Are you serious?" I asked. "Why, of course, I am. If Bob , Ingersoll makes a date for a lee i ture in Atlanta and will agree to divide time with me, I will * be on hand, and I tell yow il will be worse than a box of monkeys at feed time."- . Mr. Cleveland can use the Federal patronage to strengthen the genuine Democracy of South Carolina, and make victorious over the "isms" which he also opposes as earnestly * * * Our deliberate' opinion is that if the Federal patronage be given to the cabal who are in control of this .State it will destroy the Democratic party o"f South Carolina in everything but name."-Charleston Sun.
