HOW TO FIJND THE BONDS A Most Excellent Suggestion from Mr. F. B. Henderson Relative to the Bonding of the State Debt. From the Register of the aand ult, In a conversation with Mr. F. B. Henderson, of this city, who is pre-, sid?nt of the Bank of Aiken and a .financier of great ability, he said : This is"a matter of vital importance ? to our people and I think the most feasible'plan for the funding of . the State's debt is to get the bank of the State, or as many as will, to take ?he bonds at a reasonable raie of interest, in proportion to their capital stock, and then let the State Treasurer and the treas-, urers bf the different counties place their deposts with such banks. The main object of this' plan ?B to revive confidence in the State's securities abroad by show ing outside capitalists that , our own banks are not afraid of our State's securities and that they . of the household know, as others do not, that our people will not repud iate any of their just debts. For the furtherance of this plan -My. Henderson suggests that the presidents of the different banks have a meeting at no distant day and consider the advisibility of me above plan for the settlement of State's indebtedness. This idea of Mr. Henderson's re lative to the partial assumption. of the State's indebtedness by our banks is by far the most practica-: ble plan for replacing, confidence in our banks that I have yet heard, and it would be well for i our peo ple to consider and act upon i t. If only $5000,000 worth of the bonds were taken by our State banks it would induce Northern capitalists to take them more wil lingly. Besides, it would be a very good investment for them, the State banks, as 'it would centre the State'9 deposits, and in the dull summer they could hypothec ate the bonds with Northern bank ers, or the bonds could be held as a part of the reserve fund that banks are required to keerj^ on hand. W. G. TOWNES. Our State Bonds. In .another column we published a communication from Mr. W. G. Tovrnes, editor of the Aiken TIMES, in regard to the sale of our State bonds. Mr. Townes writes us that a prominont banker proposes to take $5,000 or $10,000 of these ee curieties. This suggestion is as most excellent one but we enter tain no doubt about the funding of our.public debt in due season The country is now in the throes of political excitement, and every thing in a state' of chaos and un certainty. After the Presidential election, when capitalists, know what to depend on, we believe that our South Carolina bonds will be placed on as good terms as any other Southern securities, i -The efforts of certain politicans.at home to wreck the credit of their . State will fail, for capitalists are not controlled by passion or preju dice in making- investments, but governed by reason and common sense. South Carolina.has. in her. river phosphates an independent ' source of revenue enjoyed by no other State, and this fact - will - strengthen her credit abroad. Ou? State Democratic Convention has already branded as false and slan derous the dastardly 'attempts*, anade to undermine public credit, '. jand the faith of our people and of "their posterity is made the^funtfar '! dnental principi?.in the platform vf the party representing the | ^Jutglligeace,.wealth and landed' ] possessions pf South -Carolina. ; But Mr. Townee's suggestion is great one, and it would ' "be a patriotic and public-spirited ; act on the part of our State banks ' : thus show the outside world - 'r faith in the honor and ! "integrity of their people. The J?ank of England came to the , rrescue of the throne at a most . critical period, when the : credit of the Kingdom was im- ; perilled and its military pow- ] ere in jeopardy, and this timely , and patriotic kindness was never < forgotten by a grateful people. It : enabled King William to press, the. : war against France, preserved the , Tripple Alliac?, and made Eng- ' land one of the first powers of the : world. From that day the Bank : of England has been the especial 1 pride of the people and the gov- , eminent. Now,, if the banks in our State will .voluntarily step ? forward and purchase a portion of ' these bonds, it would strengthen . them in the esteem and confidence of the people, and do away with . any prejudice that may exist in 1 the public mind against these : institutions. But whether this is ? done or not, our State Securities ' ' will be negotialed in due season. .
