The present system ol 3 ?s bor makes the adoption oftho Stock and an agricultural necessity, lt is ai rious fact that the average value of lands per acre will not re ich four (lol as is evidenced by our various pi has Biles of lands. Tho cost of building won fence is more than the market vain ison the land, and there is a widespread that position on (he part of freedman tos tho splitting ol'rails. There aro but few cross fences in our best organized farms ? and plantations, as a general rule, only have an outside fence, and it not strong enough to keep the stock, out of our fields. Stock that is not kept under fence usu ally disappears when turned orit at large. Self preservation is the first law of na ture, and tho tillers of the soil will kill stock before they will lose their crops, upon wrbich depends tho supportof them selves, their wives and children. And enlightened public opinion wi ll not blame them for it. I have given my reasons for hoing an advocate of the Stock Law ; and will next give the reason why T did not press the matter before the General Assembly wbon I had the honor in part to repre sent this county. . The experiment of the Stock Law was I first tried in Anderson county, and 1 at tribute the fact of Anderson standing in the front rank of tho Counties in this State in progress and development, an largely owing to the adoption of this law, I believed that Abbeville would follow the lead of Anderson. If you will look at the map yon will see that Edgelield county is bounded on the East by the Saluda River and on th*-West by tho Sa vannah River. I thought that b3' wait ing, our people would become a unit in favor of it, and that when Newberry, Lexington and Aiken wore all ready to adopt it, wo would have the benefit of the law without tue expense of building a line fence between Counties. Those who are not in favor of the law, have only to pa}' a visit to either of the conn ties thar have adopted it, to become con verts. I regard it the imperative duty of our Legislature to give this matter their se rious consideration. I have always thought that the true object of all legis lation is to secure the greatest good to the greatest number. The present system compels the land owner, tho renter and t e tiller of the soil to guard their crops against the small number of stock in our county. I think prompt and decided ac tion in favor of giving to all of Edgelield the benefit of this great law, would bo a Dinnie in the cups of our present Repre sentatives. Your obedient serv't.i Mi W.
