Trum bull offered joint resolution recognizing Tonnes see as a State, as suoh entitled to all guarantees and rights ; ordered tobe printed. HOUSE.-A resolution to adjourn on tho twenty; fifth was laid on the table. The bill to fund _tie national debt was taken up and an amendment was adopted prohibiting depositing money in National Banks whore there waa a United State.? depository. The bill was passed. It provides .Tor tue payment of one hun dred and eighty millions annually on principal and interest of the HaHed States debt Another provision authorizes an excess of gold to be sold annually for United States notes in open market when the sum in the Treasury, is above fifty mil lions. Mr. Stevens offered a resolution, the Senate concurring, that when Congress adjourned it ad journ to meet on Saturday, December 1st, unless sooner called together, which power, in case of j emergency, is hereby granted to the presiding officers of both Houses. Some objections being made to considering the resolution now, Mr. Stevens withdrew it, but gave notice that he should offer it to-morrow. Bingham called up joint resolution months ago reported from Recon struction Committee, providing for admission of ] Tennessee into tho Ur. ion. Stevens opposed it, by motion to lay on table which failed. Bingham offered a substitute to at once restore the State to ;ts powers and relations to General Government. Pending the subject, House adjourned. This new born zeal was superinduced by reception of tele gram from Gov. Brownlow that House Represen tatives of Tennessee had ratified amendment by 43 against ll. The Radical Representatives agree to the Admission of Tennessee* WASHINGTON, July. 20, ?66. In the House of Representatives a joint resolu tion restoring Tennessee to her former relations with the Union was passed by yoas 125, nays 12. Tho resolution declares that Tennessee is again ontitled to be represented by Senators and Re presentatives duly elected and qualified, upon the condition that the oath of office required by the existing law shall be taken. The rusult was hail ed with general applause on the floor and in tho galleries. The joint resolution was then sent to tho Sen ate for concurrence. The House, by a large majority, laid on the ta ble the Pill heretofore reported from the Commit tee on Reconstruction specifying the terms on which the Southern States may be re-admitted into the Union. The House also laid on the table, by a Tote of nays 48, yeas 75, tho resolution introduced by Thad. Stevens, providing for a recess of Congress until the first Saturday in December, and giving thc presiding officers of both branches the power to convene their respective Houses.a: an earlier period if they deem it necessary. The President to-day sent to the Senate for con firmation the nomination of Henry Stansbnry for tho position of Attorney-General of the United States. For the Advertiser. National Union Convention.
