MILLERAND CHOSEN FRENCH PRESIDENT 4 Name Of Premier Only One Formally Presented?Eleventh To Office. Versailles, Sept. 23.?Alexandre Millerand was today elected president of France by the national assembly in session here. He succeeds Paul Deschanel, who resigned because of ill health. The complete vote was: _ Alexandre Millerand, 695. Gustave Delory (Socialist deputy from Lille, department du Nord), 69. ^Scattering, 20. Blank, 108. At 4:57 o'clock M. Millerand was proclaimed by Leon Bourgeois, presiding officer of the senate and chairman of the assembly, as the 11th president of France. Paris, Sept. 23.?Members of the French senate and chamber of deputies convened in national assembly ' at Versailles today to elect a president of the republic in succession to Paul Deschanel, whose resignation was read before both houses early this week. The name of Alexandre Millerind, who since, last February has been premier and minister of foreign affairs, was the only one to be formally presented, a joint caucus of the two houses held yesterday having shown an almost overwhelming majority for him. In fact, today's meeting was looked upon as merely a formality made necessary by the provisions of the constitution. Alexandre Millerand has long been one of the most foremost figures in the political life of France, his entry into parliament dating back to 1995, and his cabinet experience to^fiS^Khgn he became * member of the Waldock Rousseau cabinet.
