J. L. Okr.?Tho Now York Herald, of Tuesday, in an cdi torial on ''"The policy of the President I?? nun V.UUUIUL ncccsBnry," advises JIGrant to call Kx-Govornor, J. L. Orr, i of South Carolina, to bis Cabinet. It L? says : The President will have to ebango his Cabinet in order to carry out his , policy. 31c may not like to do this, * lor he is kind hearted and not disponed to extreme measures uidess compelled to make them. In this respect ho is like Mr. Lincoln. But ought not Mr. Fish to resign to relievo the - President from embarrassment and to i sarve his delicacy? The Secretary must see that ho is in the way. Will ho not gracefully retire ? The honor conferred upon him already ought to , be sufficient to satisfy his ambi'ion. Whether he voluntarily retires or not the time is not far off when General , Grant will have to re-organize the '.Cabinet. Tho present one is weak I and sectional. With tho restoration of tho South someone should bo taken from that part of the country. Such ' a man for examplo. aa Governor Orr, of South Carolina. With his large experience, thoroughly matured views and great ability, he would bo a valuable Cabinet Minister at tho present time. His appointment, too, would go far to heal our sectional difficulties. I For Secretary of State, in place of Mr. Fish, the President could not do j better than appoint Senator Morton, j He, like tho President, is liberal, com-; prchensive ih his ideas and is a states-! man. Thero is, perhaps, no public J man more suitable for that position ut the present time than he is. Other changes may be necessary, and it would be well, probably to reorganize : the Cabinet.thoroughly, but a change, in the-State department is Imperative, i The President must have a Cabinet j that will be in accord with him and that will carry out his policy. i I V""*"""" S&~ Messrs.
