MILLS presented the memorial of the Louisville, Cincinnati and Charleston Rail Road Company, praying that the State will guarantee loans to be obtained by that Company ; and, on his motion, it was order ed that a message be sent to the Senate pro posing to appoint a special joint committee for the consideration . of the subject, and that the committee on part of the House consist of nine members, one from* each congressional district. Mr. DAVIE called up the sptcial order of the day, the resolutions reported by the spe cial committee on so much of the Gover nor's message as relates to the currency, and mentioned that he was unable, from indisposi tion, to continue the argument comraencced by him yesterday. The House was addressed by Mr. J. W. Toomer, in favor of laying the resolutions on the table; by Messrs. Labordc and Seymour for the resolutions, and by Mr. Memminger against the motion to lie on the table, when the House decided that motion in the negative. Mr. Yeadon moved to ad journ the debate to 12 o'clock on Monday; this motion caused a discussion between Mr. Yeadon, Mr. Davie, Mr. A. W. .Thomson, Mr. DeSaussure and Mr. Elmore for, and Mr. Rhett, Mr. Petigru and Mr. B. F. Perry against it- motion rejected. Mr. Irby offer ed certain amendments to the resolutions, and called for the Yeas and Nays on them. Mr. Frost renewed the motion for an adjourn ment of the debate, when on motion of Mr. Memminger, the amendments were ordered to lie' on the table and be printed. Mr. Memminger gave notice,' that he would olier resolutions as a substitute for those submitted by the committee, and in addition to that offered by Mr. Rhett ? ordered that the reso lutions of Mr. Rhett and Mr. % Memminger, be printed, and the debate was then ad- > journed. . t ^ -^ - The following are Mr. lRBY'S proposed amendments: *V' Amefid the first resolution by adding these words ? .'* "But the dissolution of all connexion be tween the Government and the Banks, should not prevent the notes of sound specie paying banks froml>eiog received in payment of the public dues." Amend the second resolution by adding? " But safely kept as special deposites in such banks, and subject to such regulations, as the government may prescribe." Mr.'MEMMINGER'S resolutions were as follows : "1. Resolved , That this Legislature Is of opinion that the public moneys of the United States ought not to be subjected to the cas ualties and - fluctuations of Bankiog opera tions, but should be gradually and entirely separated therefrom.- ? "2. Resolved, That in the opinion of this Legislature, such a separation ought not to impair the public confidence in well regulated Banking Institutions, but would rather tend to promote their stability and credit. "3. Resolved, That as the trade and business of the country, and the fiscal concerns of the United States, have been for a great length of time conducted by means of Banks, and as any great and sudden change in the channels of business may tend to injure the most important interests of societv, it is the opinion of this Legislature that tite dues of the General Government, or a portion there of, ought to be received and paid away in the notes of specie paying Banks, until sufficient time should be allowed for the course of trade to accommodate itself to the separation pro posed. "4. Resolccd , That this Legislature con siders it essential to a proper administration of this policy, that the Government should ? accumulate in the Treasury no moneys be yond its immediate wants; and that the gold and silver which may be collected for dues, shall immediately return by payments into i the circulation of the country. Ai5. Resolved , That a Bank of the United j Statoe is unconstitutional and inexpedient."
