Washington, March 30.?After three months of consideration the reserve bank organization committee ?Secretaries McAdoo and Houston and Comptroller Williams?charged w (h laying the groundwork for the new currency system, is about ready to define geographically the limits of the federal reserve districts into which continental United States is to be divided for banking purposes and at the same time name the cities in each district where reserve banks are to be located. It is the general expectation here that the announcement of these conclusions will be made about April 1, for the committee is known to have reached a point in its deliberations where little remains to be done. The committee has taken precautions to keep its conclusions secret and has announced that any statements made previous to their official publication are merely speculative. More Than Eight Likely. Opinion is not unanimous amon^ those persons as to the number of banks to be established. The law permits the establishment of not less than eight and not more than 12 banks. There is apparently little ground for believing that the committee will name only eight cities and many persons are confident that it will select the full number allowed The expectation seems to be quite general that there will be at least four cities on the Atlantic seaboard. In this section Boston, New York and Philadelphia have been mentioned many times and Richmond and Atlanta, Baltimore and Washington have been put down on many of the unofficial lists. Between the Alleghany mountains and the Rockies the pronhets are not so definite, but many of them agree that Chicago, St. Louis and Kansas City are practically certain to be chosen, and many of them add Minneapolis, Cincinnati and New Orleans or Dallas, Texas. Persons who have figured their lists largely on resources of the national bj nks which are to become members of the reserve system believe onlv one hank will be located on the Pacific coast at San Francisco. They point out that in that territory there are now only banks with sufficient capital to subscribe to the stock of one n, *erve bank. Can Go Outside. Under the law. each reserve oank must nave a capital stocK ot 54.UUU,)00 and each hank must subscribe to make this capital 6 per cent of its iwn capital and surplus. If the banks * r>ecomirK members can not subscribe a uifficient amounts to make up the -a 100.000. the stock of the reserve bank is to be subscribed by the public. It is assumed here that the committee will not launch the new svstem in uich a way that any bank will be the centre of a district which can not ivithout public subscription take up lecessary reserve bank stock. Those who use this argument are inclined to relieve that the committee for tbi< reason may establish less than 12 rmnks. There has been doubt in the minds if some persons as to the number of innks to bo set up in the South. Atlanta, New Orleans, Richmond and Louisville have been active in an attempt to secure a bank, but the com nittee has been reminded by others bat the South east of the Mississtp-. s still a borrowing country.
