AN ORDINANCE. To Raise Supplies for the Fiscal Tear lifglnning May 1, 1912 for the City of Union,'S. C. no it ordained by the Mayor and Aldermen of the City of Union, S. C., in Council u*Bembled, and by authority of the same: That a tax to cover the expenses and general purposes of the said City of Union, be as follows: 11 8-4 mills for General purposes and a special levy of 4 1-4 mills for maintenance of Carnegie Free library and to pay interest on outstanding coupon bonds, from the 1st day of May, 1912 to the 1st day of May, 1913, shall be levied and collected In manner and fonn as follows: Section 1. A tax of Sixteen (16) mills upon every dollar of the value of all taxable real estate, personal property and stock In trade, In the Corporate limits of the City of Union, S. C. Section 2. That the taxes herein levied and assessed she'I be due and folleoted by the City Treasurer dur?ine; the Month of May, 1919. The City Treasurer shall proceed to collect the said taxes herein levied, and he shall keep his books open from the 1st day of May, 1912 to the 1st day of June, 1912, for this purpose; after which time he shall proceed by distress or otherwise, as prescribed by law, to collect such taxes as remain unpaid, with a penalty of twenty per cent (20%) In addition thereto for such non-payment. Sec. 3. That the basis of value for taxation of real estate, personal property and stock In trade within the City of Union, S. C., shall be taken from the books of the Auditor of Union county, and such assessment shall he the same as levied by the County Auditor In 1911 and 1912. Sec. 4. The sum of Two Dollars ($2,001 is hereby fixed as a commutation tax for tho street or road duty; the said sum to be paid by all ablebodied male persons able to perform or cause to be performed the labor herein required, between the acres of twentv-one (21) and fifty (50) vears. who reside within the corporate limits of the said City, except ordained ministers and those exempt by law; and any person liable to this tax who shall fail to pay the same within the time specified, shall be required to work on the streets of Union four (4) days under the direction of the Street Overseer, whenever required hv said overseer during the said period hereinbefore mentioned; and any person failing either to pay said commutation or perform said iahor. when so required as before said, shall he brought, before the Mayor's court, and upon conviction thereof, shall be fined a sum not exceeding Ten Dollars r*10.n0) or sentenced to imprisonment not exceeding twenty (201 days with or without hard labor. Sec. H. That all Ordinances or parts of Ordinances conflicting with this Ordinance are hereby declared repealed. Be it Ordained by the Mayor and Aldermen of the Pity of Union, S. C., in Council assembled and by authority of same: Section 1. That the following Special License Ordinance is hereby adopted and Ordained by the City Couneii on the 20th r.ay of March, 1012. for the Fiscal Year, beginning May 1st. 1912. That every person, firm or corporation engaged in or engaging in any trade business or profession hereln he City of Union. S. C., shall upon onernfiring in said trade, business or profession on or before May 1st, 1912 first obtain a license from the rierk and Treasurer thereof, upon the order of the Mayor, and all licenses hereinafter mentioned, shall he nontransferable, except by written permission of the Mayor endorsed on said license, and per annum. If not otherwise specifically provided, and all said license, and per annum, and all annual licenses shall expire on the 1st day of May, 1913. Any license tnav he revoked at nnv time bv the Mayor or the City Council. See. 2. Every Itenerant, trader or person (except licensed auctioneers) offering for sale or attempting to sell by sample within the City at public out-cry or otherwise,- -any; goods, wares, fancy articles, spectacles, Jewelry, pictures, notions or other articles of 1'ke character or kind, shall pay In advance a license tax of not less than Five Dollars ($5.00) per day. Twenty-five Dollars ($25.00) per week, or Two Hundred Dollars $200.) per year, and no plea of ad vortising or soiling for any person firm or corporation of the City of Union, shall relieve the said itenerant, trader or porson from the payment of said license. Sec. 3. Rvorv itenerant physician or vendor seller of medicine, pati tent or of his own make, or practicing as an itenerant his profession or calling shall pay a license tax of not less than Ten Dollars f$10.00 per day or Eifty Dollars fST.O.OO) per week, and no plea of advertising or selling for any person, firm of corporation of the City of Union, shall relieve said physician, vendor or seller from the payment. of said license. The Maximum fee to be < charged for each passenger within the < corporate limits of the City of Union by such hacks, buggies, carriages or automobiles or other power v>-,' hides, shall not exceed Twenty-flve < Cents (26) from any point within!) the corporate limits of said City to; j said passenger's destination; provid- j, ed no fee shall be charged for any< passenger under five (6) years of age. , The maximum fee to be charged for ' carrying baggage by hacks, carriages, j buggies, automobiles or other power vehicles or drays, shall not exceed < Twenty-flve Cents (26c) for 300 , pounds; Fifty cents (60c) for 301 to , 1,000 pounds, from any point within , the City of Union to any destination within the corporate limits of the j City of Union; and upon any violation of the charges as above limited by any such public hack, carriage, bug- , gy, automobile, power vehicle or dray license; such licensee shall upon conviction be lined not exceeding Ten , Dollars ($10.00 or Imprisonment not , exceeding twenty (20) days with or without hard labor. Sec. 6. All oubllc dravs. hacks. carriages, automobiles or other power vehicles or buggies, horses or mules, or harness, etc., shall be subject to inspection anywhere and at any time within the corporate limits of the City of Union, S. C., by the Mayor or Chief of Police of said City; or any police officer at the instruction of the Mayor or Chief of Police of said City, shall inspect any such public dray, hack. carriage, buggy, automobile or other power vehicle, horse or mule harness, etc., and any such as are found unfit for use, shall not he allowed to be used for such purposes upon the streets of the said City. Each dray or hack or carriage or buggy or automobile or other power vehicle licensee as aforesaid who shall work or allow to be worked or use or allow to be used, any horse or mule, harness, dray, carriage, buggy or other vehicle or vehicles after the same has been declared unfit by the Mayor or Chief of Police, shall upon conviction be fined in a sum not exceeding Ten Dollars ($10.00) or he imprisoned with or without hard labor not exceeding twenty (20) days, for each offense. Sec. 7. The above sections in reference to inspection and charges shall apply to the owners or managers of Livery, Peed and Sales Stables, who shall run drays, hacks, carriages, buggies. automobiles or other power vehicles for the use of the public for hire, under the provisions of this Ordinance. Sec. 8. Any driver or owner of any such hack or carriage or buggy or automobile or other power vehicle for hire as aforesaid including Livery Feed and Sales Stables, who shall run any such hacks, carriages, bug gles, automonnes or oiner power vehicles. who shall leave his, her or their hack, or carriage or buggy or automobile or other power vehicle before mentioned, for a distance greater than ten (10) feet In solicitation of any passenger or otherwise at any depot within the City of Union, or who shall leave his, her or their hack, buggy, carriage, automobile or other power vehicle standing unattended within one block of any depot or npon Main street from the court house to the Baptist church, shall pay a fine of Five Dollars ($5.00) or be Imprisoned for a period of ten (10) days with or without hard labor, In the discretion of the Mayor. Sec. 9. The following schedule of license fees Is hereby adopted and made a part of this Ordinance: Auctioneering In house or on street, not less than, per day .. ..$ 1 00 In the discretion of the Mayor. Automobiles or other power vehicles, kept for public hire or transportation of passengers, each 15 00 Automobile fleaiers or repair aliop 15 00 Agents, or agency, persons, firms, or corporations using trading stamps 100 00 Agents soliciting employees or laborers for manufacturing companies, railroad companies or any companies or Individuals where such employes or laborers are to work outside of the corporate limits of the City of Union. For each and every business not specified above, a license fee shftll be charged in the discretion ol the Mayor, not exceeding One Thousand Dollars (91,000.00) That all license fees herein mentioned are dus and collectable on May 1st, 1912, and the said licenses are subject to Inspection by Mayor or policemen at any time. Sec. 11. Any person, persons, company, firm or corporation embraced or mentioned in any of the foregoing section or sections of this Ordinance and required therein to obtain license or to pay for the performing or car rying on or tneir respective business or for the transaction of the same, who shall fall, refuse or neglect to pay the license or amount therein specified in advance, and each and every person, firm or corporation giving, showing or attempting to give or show any of the performances, shows, or exhibitions without having received and paid for their license to do so, and any person or persons, firm or corporation violating any part or parts of this Ordinance, shall be required to pay a fine of not less than One Dollar ($1.00) or more than One Hundred Dollars ($100.00) or work at or without hard labor for not more than thirty (30) days, for each and every day so offending, in. the discretion of the Mayor. Sec. 12. All Ordinances or parts of Ordinances ooniflctlng with this Ordinance, Is hereby repealed.
