AN ORDINANCE Urantiiig Special LicfDHf by the Town of I'nion, S. C? for the Fiscal Year Beginning May 1st, 11>07. Be it ordained by the Mayor and Wardens of the town of I'nion. S. C.. In Council Asesinbled and by Authority of same: That every person, firm company or corporation engaged in or intending to engage in any trade, business or p.ofession hereinafter mentioned, withii ?he limits of the town of Union, shall first obtain a license from the cierk and treasurer upon the order of the mayor, and all licenses herein nuntioned shall be non-transferable except by s|>ecial permission of the mayor or town council; said license being for twelve months from the date said license is issued; unless for a shorter time hereinafter specially provided for; and excepting the persons, Ijrnis, companiese or corporations who having failed in procuring license under this Ordinance are actually in business during the month of May 1907, or any part of said month; said license when issued shall date May 1, 1907. the same as if taken out on said May 1st, 1907. Any or all licenses may be revoked at any time by the Mayor or Town Council. Section 1. No person, firm or company or corporation shall engage in, prosecute or carry on arij business, occupation or profession hereinafter mentioned without first receiving from the Town Clerk and Treasurer, upon the order of the Mayor, a special license therefor. Section 2. Before granting any license to any person, persons, firms or corporations for carrying on the business of a Restaurant, Pressing Club, Resident Agent for non resident I Laundry, Pool or Billiard Room, Circus, Side* Show, Ten Pin Alley and any other business, in the discretion of the Mayor or Town Council, the licensee shall be required to enter into a good and sufficient bond in the sum of Two Hundred Dollars, to be approved by the Mayor, payable to the Town of Union, S. C? for any loss ' in money, clothing or wearing aparel any person or persons may sustain while in or upon the premises of said licensee or of any goods, chattels, clothing, jewelry, wearing apparel or merchandise given into the custody or control of said Licensee. Section Every itinerant, trader or person (except licensed auctioneers) offering for sale or attempting to sell by sample within the town at public outcry or otherwise, any' goods, wares, merchandise, fancy articles, spectacles, jewelry, pictures, notions or other articles of like char,i?tar nr oholl ...... Fifty Dollaras ($50.00) j per week or Three Hundred Doll&rs ($300.00) per year, and no plea of advertising or selling for any person, ; firm or corporation of the Town of Union, shall relieve the said itinerant,! trader or persou from the payment of said license. Section 4. Every itinerant physician or vendor or seller of medicine, patent or of his own make, or prac- j ticing as an itinerant, liis profession or calling, shall pay a license of not * less than Ten Dollars ($10.00) per day of Fifty ($50.00) per week, and no plea of advertising or selling for any person, firm or corporation of the town of Union, shall relieve said physician, vender or seller from the payment of said license. Each dray, carriage, buggy, automobile or other power vehicles and hacks, shall have a number thereon, ! and the driver of any such vehicle shall keep that number exposed on | his hack, dray, carriage, buggy, automobile or other power vehickle; and every such driver shall wear a duplicate number in a conspicuous place. The Town Clerk and Treasurer S shall Issue to each dray, carriage, buggy, automobile or other power vehicle and hack and driver, such numbers at the issuance of license and place the number on the said license. Section 5. The maximum fee to be charged for baggage by hacks, carriages, buggies, automobiles or other power vehicles or drays, shall Hot exceed twenty-five cents for 300 pounds; fifty cents for 301 pounds to one thousand pounds, to any destination within the corporate limits of the town of Union; and any violation of the charges as above limited by a hack, carriage, bug-, gy, automobile, power vehickle or dray licensee; such license us may be held by such violator shall be revoked. Section 7. All drays, hacks, carriages, automobiles or other power vehicles or buggies, shall be inspected once per month by the Mayor or Chief of Police at Police Headquarters, and all hack, buggy, carriage, dray, horses or mules and automobile f or otherr power vehicles, nnfiit for use, shall not be allowed to be used for such 1 purposes upon the streets. Each dray, hack, carriage, b.'^gy or automobile or other power vehicle licensee who shall work or allow to be w?irked any horse or mule to dray, carriage or buggy or run automobiles or other power vehicles after same has been declared unfit by Mayor or Chief of Police, shall forfeit his or her or their license and same shall be revoked. The above Sections in reference to inspection and charges shall apply to Livery. That a tax to cover the expense ol said town of Union fronr the 1st day of May 1907 to the first day of May 1908. be levied and collected in manner and form as follows: Section 1. That a tax of eighteen flSi mills upon every dollar of the value of all real estate. personal property and stock in trade is hereby levied for general purposes includding one thousand ($1,000) for the maintenance of the Carnegie Free Library. Sec. 2. That the sum of two ($2.00) dollars fixed as a commutation for the street or road duty, and the said sun to be paid by ail able-bodied male persons, able to perform or cause te be performed the labor herein re quired, between the ages of twenty-one 1211 and fifty(f?0> years who reside within the corporate limits of sai< town, except ordained ministers am those exempt by law, and any per son liable to this tax, who shall fai to pay within the time specified, shal be required to work on the streets of Union four days under the dlree tion of the street overseer, and an; person failing either to pay said com mutation or perforin said lahor shal he brought before the Mayor's Cour and upon conviction, shall he flnet a sum not exceeding Ten($10) dollar: or Imprisoned not exceeding twent] (201 days, either of both. Sec. 3. That one-half of the taxe: herein levied and assessed shall b< due and collected in the month o May 1907 and the remaining half shal be due and collected during the montl of October, 1907.
