March 15.?The officials of ! tho American embassy are conslder! ing all tin? possible points of French law to insure the protection of the United States, when the payment of $'10,000,000 for the Panama Canal company's property is made. . One of the points considered Is i whether it is desirable to have the courts appoint a liquidator to receive the money, instead of paying it directly to the officers of the old company. Some legal authorities assert this would he the best means of protecting the United States against any subsequent elaim of stockholders of the old company that the officers of tho now company were not authorized to receive payment. United States Ambassador Porter is satisfied that no such claim would be valid and that a liquidator Is not necessary. Another question is whether the sale of all the property or the company comes within the charter rights granted to the company. Philadelphia, March 15.?Questions of national Importance were discussed by distinguished speakers at the eighth annual meeting of the American Academy of Political, and Social Science to bo held hero April 8 and 9. The annual address will be mado by George B. Cortelyou, secretary of commerce and labor, whose topic will be "Some Agencies for the Extinction of Our Domestic and Foreign Trade." Government control of financial institutions, the immigration problem and anti-trust legislation will bo discussed by men of national prominence.. The number of speakers include William B. Ridgoly, comptroller of the currency; F. D. Killburn. superintendent, banking department, New York state; Professor F. A. Cleveiand, New York University; F. P. Sargent, commissioner of immigration; Professor F. H. Giddings, Columbia University, and James M. Beck, former assistant attorney general. HABEAS CORPUS DENIED. Immigration Case Will Now Go to U. S. Supreme Court. San Francisco, March 15.?In the United States district court Judge DeHaven has denied the corpus sued In the case of Lee Wing Chang be dismissed. A notice of appeal has been given and the matter will be taken directly to the United States supreme court. An interesting question is involved in the final outcime of the case.
