Berlin, Dec. 10.?The German com? mercial submarine Deutschland, com? pleting a quick voyage home from the United States, arrived at noon today off the mouth of the Weser. The arrival of the Deutschland at a German port marks the successful completion of the second round tiip of this commercial under sea boat to the United States. On her voyage just finished she made the passage in 19 days, having left New London November 21. This bettered consid? erably the record of her previous east? ward trip, which, starting from Balti? more took her 23 days. Her two westward voyages occupied respec? tively 16 days and 21 days. The Deutschland, which is the onlv commercial craft of her type that has succeeded In reaching this com.cry from Germany, was forced to make starts from New London. On her first attempt on November 17 she col llded with an escorting tug and had to put back to port. The Deutschland on both of he: trips brought valuable cargoes, chief? ly of dyes and chemicals. Paul, member of the joint American Mexican commission which consider? ed border problems at Atlantic City arrived here today from Mexico and left for Washington, where he expects to arrive Wednesday afternoon. He declined to discuss the protocol which he carried to Gen. Venustiano Car ranza and would neither affirm or j deny that Carranza had signed the document. Mr. Pani, replying to a direct ques? tion as to whether or not the protocol had been signed, said out of deference to his colleagues on the joint commis? sion, he must observe silence until ho conferred with them at Washington. Private advices received here, how? ever, stated that Gen. Carranza Ha3 not signed the protocol, but that Mr. Pani is carrying a reply from Carran ea requesting a few minor changes in phraseology. It was said the docu? ment as a whole met with Carranza's approval and that with the changes desired having been made arrange? ments for his signature would be au? thorized by telegraph. Mr. Pani and his party of five, in? cluding two secretaries, reached Neuvo Laredo shortly after 11 o'clock ? and were escorted to the American side of the border by Alonzo B.
