H. Drevenstedt of New York, who acted as Judge In all of the con testa. All day was spent by Mr. Drevenstedt in examining the birds and making his decisions and a hard enough Job It was then In many of the classes. Washington, Nov. 17.?A tentative draft of the government ship pur? chase bill which will be urged by the administration at the coming session of congress was considered today at a conference at the treasury depart? ment. Secretary ltedfield and Solici? tor Thurman of the department of commerce went over the proposed measure with Secretary McAdoo. The plan described by Mr. McAdoo in his speech contemplated the ex? penditure of $50,000,000 by a govern ment shipping board consisting of the secretary of the navy, the secretary of commerce and three other members to be nominated by the president. The board would be empowered to or? ganize a corporation to subscribe to its capital stock and to vote the stock purchased in elections for directors. Through this corporation the board would maintain shipping lines, operat? ing or leasing them to private con? cerns.
