Constitutional Amend menl for Assessment of Abutting l'ro|k?rty for street Improvement in Anderson, Greenwood, Bcnnettsvtlle, Timmonsville and llonca Path, Be it resolved hy the General Assembly of tho state of Smith Carolina, Thai the following amendment to Article X be agreed to by two-thirds of the members elected to each Houee, and entered on the .Journal, respectively, with yeas and nays taken thereon, and to lie submitted to the qualified electors of the state at the next gen? eral election thereafter for Represen? tatives, to-wit: Add the following section t<> Article X of the Constitu? tion, l<? he. und Iks known as. The General Assem-* hly may authorise the cities of Ander? son, Greenwood ami Towns of Ben nettsville, Tlmmonsville and Honea Path 1<> levy an assessment upon ahut tinur propertj for tin- purpose of pay? ing for permanent improvements on streets and sidewalks Immediately abutting such property: Provided, That said Improvements he ordered only upon the written consent of a majority of the owners of property abutting upon the street, sidewalk or part of ?ither proposed to he im? proved, and upon condition that said corporate authorities shall pay at least one-half of the costs of such im? provements.
