MARTIN'S REJOINDER. Superintendent of Education Discusses Ex-Gov. Hey ward's Interview and Outlines Ilia Policy for the Cam? paign. Columbia. April 20.?Mr. O. B. Mar? tin today followed up hla little contre? temps of Saturday with ex-Governnor D. C. Heyward. He gave out this af? ternoon the following statement, dtn cu~*lng the rejoinder of Mr. Heyward to his Baptist Courier letter, and out? lining the attitude which he proposes to maintain on the stump this sum? mer. Mr. Martin pleads not guilty to the charge of mud-sllnglng, and Inti? mates that If his letter of .ast week constituted mud-sllnglng, there's Ilk ly to be a good deal of It during the approaching campaign. Mr. Martin also explains that his letter last week was not written In a spirit of anger %r of bitterness, ssylng: "I aih amused that some newspapers seem to think that I get mad every time I write a simple little eplstile la ordinary lan? guage." The statement handed out today |s as follows: , "There are a few small matters In ?jx-Gov. Heyward's interview which I u'f?n to note In order to keep the rec? ord straight. I did not know about the testimony as to his iriethod of con* ducting his gubernatorial campaign in | Spartanburg county when I pronoun? ced the little eulogy upon him last summer. I missed that testimony somehow If it was ever published. My attention was called to It soon after ex-Gov. Heyward's announcement. Since I know about the testimony I d< not feel called upon to withdraw am complimentary remarks In regard to his courtesy and our relations while we were fellow officers in the capitol. Governor Heyward says that he li "surprised and sorry that Mr. Martin has sejsn fit to begin the mud-sllnglng In the senatorial campaign." That's funny. If there Is any mud in my letter It Is of his own mixing, for It all came from his own play-house. I was very particular to adhere strictly to the testimony before the investigating committee, and- I spoke from my own knowledge In regard to Governor Hey? ward being a post-mortem candidate. In his announcement for the/ senate ex-Governor*Heyward Invited ^consid? eration of his record. I simply took him at his word. I think the time was opportune to say something about the use of money in elections. I do not think that It Is right or legitimate to put a fellayr in charge of a campaign in a county and give him liberty and license to draw upon a sympathetic banker for funds to use in an election. The responsibility cannot be shifted In such cases. |t must rest with the principal. I propose to denounce the use of money in this way. It Is en? tirely appropriate for me to Inject this issue in order to try to prevent Just such things as men swore occurred in Spartanburg. I long ago adopted the principle, "when you are right you cannot be too vigorous, when you are wrong you cannot be too careful." "I shall be free to discuss any man's public record, and to debate any ques? tion bearing upon this race, but that man may have the satisfaction of knowing that I shall confine myself to the record and truth. If I differ with Governor Heyward upon some of his public acts In regard to Immigration, for Instance. I certainly ought to be able to quote his record without "throwing mod."
