He says that the most striking fea? tures of the law, as it now Is, are as 'follows: "A single district may establish a high school. "Trustees of the common school will be trustees cf the high school In all district* under the amended act. "In rural high school districts aid may be given where there are only 15 ruplls and one teacher In the high school department. "High school taxes must be voted by the people just as othei special taxes arc voted. "The basis of aid will be the char? acter of the work and enrollment oif tupll.i rather lhan the financial basis. This office has furnished to the county superintend? ents some petition forms It is nec? essary to pass these nrourd in the proposed territory and get the signa? tures of at least 40 per cent, of the freehold*rs. As a rule, this not only gets their consent but It secures their interest. After the petition Is signed It should be sent to the county boarl of cducatlcn. "This board will designate a dav for an election. The public school trustees will be the election manager* The question of a high school tax may be voted upon in the same way, an-l at tho samo time or it may be votod upon at a different time. If a majority of the voters favor the high achool. an application should be made tut and addressed to the State boarl cf education. This appllcatl ?t. must first he filed with the county superin? tendent of education ar.d approved r.y him. Forms for th|s application may be obtained from county super? intendents or from this office. When the application is received by the high school board, the school will be inspected by an inspector representing the said board.
