A ?MONUMENTAL FAILURE} Former Chief Engineer Stevens Makes Gloomy Prediction* Concerning the Panama Canal. * I New Hoven, Goring March 11.?Jno. F. atevens, a |lloe president of tlje New York. New Heaven, and Hart? ford Rillrcad Company, and a for mor crlef euglnetr of the Panama canal, has Issued s statement regard? ing tho latter enterprise In which he prophesUs a failure Of the ujult rtak? ing Mr. Stevens says that the canal will not help the United States to its trade with South America as practi? cally all of the inhabitants of the Southern continent arc on the 'east of the Andes. Mr. at wens al.*. says that /for ourv commercial stations with thf islands of the Pacific and the far East the canal will be of little value. Our coal and wheat centers are inj-1 land. Their products have to be started on their way by rail. When once loaded oa cars It would ac t he cheap? er to ship to the Atlantic and then ship to the earl by wr%y of carnal than It would * to sond directly to tho ports on our /Pacific const and then get on boarl ship. * Furthermore. Mr Stevens believes that our coal supply i? fast diminishing and that China will ha the source of future coal aupply Siberia, he soys, will be the wheat country of tho future, with India as a does second. \ Mr. Stevens maintains that the Pan? ama canal will not meet expenses and It will cost more than If expected. It will be an advantage to European countries and not to us The date of the finishing of the canal he fixes as January. 1916. The Idea o ftho canal being of great value to us In times of warfare be? cause our naval forces can he quickly seat from one coast to the other, hi says is absurd. It would take days for the shins to get around and dur? ing that time h utile shells could have done their work. Mr Stevens believes that it would be a far wiser 'plan of defense to put the mon-y that the canal will cast Into a greater hiv>. r\ . Prof. H. A. It is7founded upon no sound authoritv. His con i duct in appointing receivers on the day before the motion for the fu> polntment of receivers was to be heard in accorlarce with the formal order which he passed was a most wilful disregard of the rights -f the State, and we were thereby denied our day in court. "As to his criticism, In his former decree, o2 my bringing the mandamus proceeding In the supreme court oX South Carolina to compel the commis? sion to disregard his injunction and pay Into the State treasury the ap? propriation made for the prosecution of tho criminals. I wish to say that the same had no proper ple.ee in his decree and was purely gratuitous o*r. his part. It is not surprising that he regards' any move upon the part of the State to pro? tect rights against those who would despoil her as unwarranted. "His conduit has been most un? seemly and the State of South Caro? lina must look to the United States supremo court for the preservation of Its sovereign powers. , "I am extremely gratified to know that Messrs. Bullet Through Ills Brain. Martin, March 13.?The cotton mil! village in Iba eastern suburbs of Matron was terribly shocked by a double tragedy, which occurred this morning as a result of which one man is dead and another dangerously wounded. At ab >ut 8 o'clock Luth?r Hewitt, a young man who had been, up until a few days ago an cmplo>ec In the mill, walked Into the mill, where Arthur Stephens was at woik, and after say? ing only a fe w words to him fired at him at a distance of about one or tw.> steps, the ball taking effect in his neck ' passing to the right of the windpipe. Stephens immediately ran, tot was shot ag.Vn at a distance of a few st- pa. this ball hitting him in the back Just over the left shoulc?er, causing hiin t>> fall. Hewitt, evidently thinking that ho had killed the man, turned deliber? ately and walked out of the mill and towards his father's house, but when WPhin a short distance of his home, turned the pistol and fired at his own head, but missed the first time. Tha second' attempt, however, was success? ful. He held the pistol to his right temple and fired, killing himself in? stantly. The alleged cause of the trouble Is said to. be that young Stephens walked home from a party lost night with a young lady to whom the deceased was very much attached. But the general impression among the friends of bot.i parties Is that Hewitt's mind must have been unbalanced, although he had net shown any previous symptoms of mental derangement.
