Rad Bookkeeping.
The accounts of the dispensary
have been kept, up to the dato of the
bookkeeping of Mr. J. L. Thorpe, ir.
a most chaotic condition. Numerous
entries havo been got rid of by trans?
ferring them to vuspcndod accounts,
and then transferring suspended ac?
counts to merchandise accounts: and
at the end of the fiscal year. Nov. 30,
'1906, the report was made ignoring
liability for invoices amounting to
$96,969.08, whereas the stock pur?
chased with the $96,969.08 was set
down as an asset, thus showing $214,
526.08 of profit, whereas a liability of
$96.969.08 was ignored, which would
reduce it to only about $117,557.23

Litigation. .
Tho first obligation that arose was
the claim by the United States gov?
ernment that the county dispensaries
had been selling beer in wholesale
quantities, and they' assessed $4,525.
01 again>t the dispensary for license
taxes during the assessable period
md charged up $28,241.87 for taxes
that were too old to be assessed. It
>ecame noce?sary to pay the $4,525.01
ind?-r protest 10 avoid a seizure and
this was done, and an appeal taken tJ
the commissioner of internal revenue,
vho, up to this time, has made no
leclsion on the matter. The $28,
.'41.87 of the liability can only be col?

The next litigation to arise was a
ult of Garrett & Co. against the

had been returned on two grounds.

There was undoubtedly strong

ceived it its duty to give all the assist?

result, incurred considerable expense,

There are a few suits which have
gone to judgment against officials of
the State dispensary, State consta?
bles and oth'T otficilas, there being
one for about $100 against O. W. Ta
tum, State dispensary commissioner,
and U. B. Hammett, chief constable.
The commission has been advised and
holds that the judgments are not
charged against the State dispensary
but are merely Judgments against
these officials in their individual ca?
pacity, and that it Is not a liability
which this commission is authorized
to pay. In the case above referred to
against Tatum and Hammett, the
Stato received the goods and sob!

should make good the judgment foi

commission. All the buildings will
deteriorate rapidly if not occupied
and the expense of maintenance will
be heavy.
As will be seen by this report, it
will be necessary for the commission
to continue in session for probably six
months, but this is left ta the dis?
cretion of the legislature.

pensary boards shows a total of $104,
621.43, of which nearly half is hue
from Richland, the board hero secur?
ing some very valuable stock at a
bargain.
The total maount due from 11 of
the counties voting out the dispensary
is $22,880.89, Lancaster having a
credit of $64.07 and Cherokee $11.27.
The receipts from the State treas?
urer were $129,216.07 and the amount
received from sales and collections
$639.302.44, making a total of $768,
520.51.
The disbursements up to the time
the commission took charge amounted
to $25,127.36 and the comm'ssion ex?
pended $59,389.66, leaving a cash bal
nr.ee of $684,003.49.

Roosevelt in the house of representa?
tives today by Mr. Wlllett, of New
York. In the course of some remarks
on the financial question he charged
the president with not being a sensi?
ble man and with having characteriz?
ed the heads of great industrial insti?
tutions as dishonest, thereby bringing
on a condition of lack of confidence
among the people and ultimately a
panic. The trouble with the president,
he said, had been that he had not been
turning on the light, but turning on
the gas.
"We have had too much talk from
him," he said. "The president had
gone forth day after day to the Amer?
ican people and the people of the
world and declared to them that the

of Honor. He left here leaving many

awoke to the fact that he was an im?
postor and they had been "done" for

Thurston came here from Anderson

all of this "funny" work he is now
wanted by the officers of this city and
county.
A few days ago, Thurston turned up
in Louisville, Ky.. and was arrested
on the same charges, it is said, for
which he is wanted here. A photo?
