CITY COUNCIL MEETING. City Council met at 6.15 p. m. at the call of the mayor, on the 13th. -instead of the regular meeting of the >4th. Present-Mayor W. B. Boyle, Al? dermen J. H. Chandler, P. P. Finn. R. .F. Hayn.sworth, H. C. Haynsworth, E. H, Rhame, R. K. Wilder and R. L. Wright. Absent-Alderman H. D. Barnett. Minutes of July 24th were read and approved. Mr. Rhame, for the finance com? mittee, reported that the clerk and treasurer's report for July had been examined and found correct, an? claims referred to them had been ap? proved, ev?ept one c7.aim, on which "they desired further time. * Mr. "Wilder, for the fire depart? ment committee, stated that they are awaiting some information before they can report as to the appointment o? a building inspector. Council dis? cussed the matter informally and the committee was granted further time. Mr. Finn reported that adidtional furniture for the ?council chamber had been ordered ' and would be in - place by next meeting. Mr. R. F. Haynsworth, as chairman of the sewerage commission, reported that contracts had been made with an engineer and wiih pipe manufactur? ers, and work will be started on. the sewerage system m September. The report was received as information. Messrs. R. I. Manning and Geo. F. Epperson appeared before council to request that one month's pay with? held from Health Officer E. I. Rear? don some time ago while he was ab? sent from duty, be refunded 'to Mr. Reardon. They stated that the Board of Health joined them in this request. They further requested that Mr? ; Reardon's regular salary be increased on account of his efficiency and the great and general value of his ser? vices to the" city, which were appre? ciated not alone in Sumter, but in other cities?. The request was grant? ed, council ordering payment to Mr. Reardon of the month's salary' with iteld. and his regular pay be Increas? ed to $S0 per month. Messrs. Finn and Wilder called at? tention to the danger existing in the city from uninsulated electric light .wires and damage being done to trees. "34r. Finn further complained of the defective lights, especially in the -eastern part of the city. The fire de? partment committee was requested to investigate and report upon these matters. - An ordinance entitled "An Ordi? nance to create a tree and park com? mission and to define the duties and powers thereof," was read, adopted <4E?d ordered published, under a reso? lution dispensing with the second -reading. Aug. 13.-An election was held in Richland County today on the question of establishing a County Court, and in the city of Co? lumbia not a hundred votes were cast, but tin- majority of those were against the establishment of the court. The vote in Columbia by wards was as follows: Ward 1, yes 12. no n; Ward 2. yes. 9. no 2!*: Ward 4. yes S, no 17: Ward ?. y<s 1, no 9. Total, yes. IS. total no. 86. Ever since the race between the j Reo and the Ford there has been bad j feeling between Hr. S. P. McMaster j and Mr. E. A. Jenkins, and this cul- ! i minuted in a fisticuff yesterday. Both were badly bruised about the face. For many months the merits and demerits cf the two puffe/ wagons have caused heated arguments, all of which resulted in the race'from Co? lumbia to Augusta in which the Ford, driven by Mr. McMaster, was award? ed the race over the Reo, driven by Mr. Jenkins. The latter claimed that it was no race as the terms of the agreement had been violated by Mr. McMaster relieving Mr. Jacobs at the throttle of the Ford. There Ms been quite a lot of feel? ing over the matter. Mr. Jenkins has been a hard loser and has declined to .speak to Mr. McMaster. Sunday he made this very pointed in the pres? ence of company which precluded any further discussion. The whole matter might have been settled amicably before yesterday but for the interference of "busybodies" who kept the two autoists from cool? ing off af:er the excitement of the race and the subsequent joint debate before a committee of arbitration. Yesterday morning some kind of ru? mor was horne to Mr. McMaster's ears and he set out at once to find Mr. Jenkins. The lat? er was not in his garage and Mr. McMaster went on down to Dr. A. S. Heyward's drug store. Mr. Jenkins was seated, talking to Dr. C. W. Earr.cn. After first inquiring if there were any ladies in the store. Mr. McMaster approached Mr. Jen? kins and accused the latter of having acted inla cowardly manner through? out the whole controversy and struck Jenkins in the mouth. Jenkins thinking there were ladies in the office of the drug store, was slow about retaliating and proposed an adjournment of hostilities to a neighboring back yard. But McMas? ter's "dancier" was up and the inevit? able happened. The bystanders al? lowed the combatants to pound each other a few times, as it was a manly fight between two muscular fellow? without weapons. Finally they were dragged apart by Mr. Alfred Wallace. Mr. J. R. Person, Mr. G. Flavie, Dr. A. S. Heyward, Dr. C. W. Barron and others. McMaster bled profusely and Jenkins has a much swollen face with one bad bruise on the right side of his nose.
