Baskerville, professor of chemistry land director of the laboratory in the University of North Carolina, an? nounced tonight before the Chemists clnb in this city his discovery that thorium, hitherto known as one of the 70 primary elements, is complex in its nature. Dr. Baskerville has resolved thori? um into two new elements. He has named one of these carolinum, after the State, the other berheliura, in honor of the great Swedish chemist who nearly a hundred years ago dis? covered thorium. It has never before been the good fortune of an American chemist to discorver a chemical ele? ment. J)r. Baskerville's discovery of two new elements is the result of ten years of persistent labor. OUR NAVAL ORDERS. The Meaning of Them is Quite Mysterious So Far. Washington, April 7.-There is con? siderable speculation concerning the real meaning of the order of the navy department allowing the American "battleship squadron in the Philip pins to cruise at liberty with the only condition . that it shall not go further north than Che-foo, several hundred miles south of Shanghai, the principal station of the Pacific squadron. It is believed the move is connected in some way with the impending change ta the political situation in the far east, but the exact meaning is not known. Whiskey Bargain Sale. Columbia, April 6.-The State board of dispensary directors,, today took action upon the disposition of the large amount of "dead" stock, which is now on hand in the wholesale building. The amount; is variously estimated at be ween $65,000 to S1500, 000, and is -the accumulation of sev? eral years. Correspondence has been had with several whiskey houses from which the stuff was purchased, and most of them have agreed to take back any dead stock and exchange it for new and salable stock at cost. An inspector has been sent to the various dispensaries and bas secured a list of the unsalable stock, and a report has been submitted by Stock Bookkeeper Parks, from which a list will be revised for the houses which will exchange. What stock cannot be exchanged will be sold at cost. The following resolution was adopted : "Ordered, That the commissioner be and is hereby authorized to ex? change any 'hard stock' that may be on hand at the State dispensary, with the houses such goods were purchased from, for any salable goods in bulk on which they are now bidding, provided said houses are willing to pay the cost price for the goods they take off our hands: Provided further, that in the event the commissioner fails to exchange any part of such goods, then the price to the consumer to be re? duced to a salable one.*' The workjof shipping will commence at once and the redaction is to go into effect at once. The Sully Failure. New York, April 8.-The creditors of Daniel J. Sally & Co. held a meet? ing today, at which Sully's friends were neaten in an attempt to force an immediate settlement and retired from the meeting. Those remaining adopted a resolution, continuing the creditors committee in power and in? structing it to continue its work of inquiring into Sally's affairs. It was said after the meeting that Sully's proposition to pay 40 cents on the dollar and give notes for three years, had been rejected by a large vote. Chicago, 111., April 8.-The large western railroads have now under con? struction about 1,384 miles of new track. Prctically all of this mileage will be completed * within the next three months, and then most of the roads will cease new construction. Very few new lines are being survey? ed. The projects which will shortly be completed may be roughly listed as follows: Frisco, 305miles; Missouri Pacific, 320 miles; Southern Pacific, 260 miles: Kock Island, 110 miles: Wabash, 273 mile.-.. Negro Shot in Florence. Florence April 5.-Deputy Sheriff Edwin C. Harrell attempted to arrest a negro by the name of Peter Johns this morning for vagrancy. The ne? gro resisted arrest and made a vicions attack upon the deputy, and was about to get the best of the officer in the scuffle that ensued. Mr. Harrell drew his billy and attemptd to strike the negro to subdue him in order that he might place handcuffs upon him. The negro grappled the billy and made for the officer, when Mr. Harrell drew his pistol and fired. The negro dodged and the bullet went wild. Mr. Har? rell again fired and the bullet took ef? fect in the shoulder, but this did not subdue the negro, and again he re? newed his attack upon the officer, and again Mr. Harrell was compelled to use his gun. The third shot entered the abdomen, and the negro finally threw up his hands. He was carried to the city prison, and Drs. King, Evans and Covington were summoned. They pronounced the wounds fatal. Johns is from Gourdin's, a small station on the Northeastern Railroad, and came here last night from Sumter tramping. Studying the Dispensary. Columbia, April 6.-Mr. John A. Reid, representing the Northwestern Territory of the Canadian Govern? ment, is in Columbia, for the purpose of studying the dispensary system. Mr. Reid has been sent here because he says the people in his territory are not satisfied with the license sys? tem now in use, and hearing of the dispensary law in this State wrote for some facts about it. These were fur? nished and, after studying them, the authorities decided to send a com? missioner here to study the practical workings of the law. This morning Mr Reid visited the wholesale dis? pensary, saw the board] in session and afterwards visited the retail dispen? saries of the city. He also paid a visit to the Governor, Secretary of State and other State officials, being shown around by Assistant Attorney General Townsend. He did not say that the territory would adopt the system, but stated that he was very much pleased with its workings. Final Transfer of Cana!. Paris, April 6.-After a conference between Ambassador Porter and W. A. Day and Charles W. Russel, the assistant Attorney Generals, who came from Washington to assist in the transfer of the Panama Canal property, it has been arranged that the signing of ??the contract whereby the United States will acquire the ownership of the Panama Canal shall take place at the United States embassy, which is nominally American soil. The- date of the signing is not yet fixed, but probalby it will be about April 25 fol? lowing the ratification of the agree? ment by the stockholders of the com? pany. Some of the officials of the company thought that the informal handing over of the effects, arphives, etc., of the company to the representa? tives of the United States would suffice, but the American officials pre? ferred the execution of a formal con ?ract completely covering the transfer and safe-guarding ail American interests. This contract is being drawn up in conformity with all the requirements of both the French and .American laws. . Rheumatism. Chicago, April 5.-In the municipal election today the Republicans elected eighteen aldermen and the Democrats sixteen. The council contained 36 Republicans and 32 Democrats. The next council will contain 36 Repulicans and 31 Democrats. The chief interest in the election, howevrer, centered in the vote on pro? posed municipal ownership of the street railways. In this connection, what is known as the "Mueller law," passed by the last State Legislature, was submitted to the people. The law authorizes cities in Illinois to con? struct, own, operate and lease street railways, and to provide the means therefor. On this proposition the vote stood 152,434 for the proposition and 30,104 against. On the proposition that the city should at once take over the street railwavs into its control the vote stood 120,"744 for and 50,893 against. For the temporary licensing of street railways until such time as the city is prepared to take them over the vote was 120,181 for and 48,056 against.
