Washington, Jan 17 ?The ship subsidy bill will again become unfio ished business in the senate on Jan 21, just six weeks before the end of the session In these six weeks the senate must psss 13 big sppropris tioo bills. For tbe subsidy bill to become a law, action by tbe bouse will be necessary and it is doubtful whether this can be obtained without radieal amendments Indeed, careful investigation hss led to tbe assertion that tbe bill, as at present drawn, would be defeated in both tbe senate end the house on s square test vote This assertion as to the house, how? ever, may be taken with a grain of salt, as the Republicans so well un derstsud tbe methods of forciog their men to vote for legislation to which they are really opposed Tbe latest plsn to force tbe bill to a vote is the threat to hold up tbe river and harbor bill until after tbe subsidy bill has been passed. While in a talkative mood today one of the gentlemen most prominently Identi? fied with the bill, unguardedly stated that it was the purpose of his friends to use the river and harbor bill as a club "Yes," he said, "we are hearing that Ihe Democrats of the south as well as a few of our friends in tbe north, are opposed to the shipping bill, but wsit until the river and bsrbor bill reaches the senate, and you will then see them change their attitude When tbey knot that uolees a subsidy bill is passed there will be no river and harbor bill their opposition to the former will not be so strong " As a mstter of fact, howiver, any delay in tbe river and harbor bill will hurt the friends of tbe subsidy bill quite as much ss its enemies. A more effective plsn is scknowl edged to be thst of tacking the subsidy to the river end harbor bill Action of this clsss is sdmitted to be altogether vicious end is absolutely forbidden by the rules of tbe bouse The senate, however, can do what it pleases and if it it should adopt the plan mentioned, the house would have to consider its action Tho ohances, however, are that the secret Republican enemies of the project in tbe senate would block such an attempt while claiming to favor the subsidy bill Meanwhile, desperate efforts are being made by Senator Hanna to ere* ate n sentiment throughout the coun try that will be favorable to tbe bill In this city a press bureau hss been organized for the purpose of supply ing newepsper correspondents with information bearing on its progress. Another has been mailing by tbe ton literature favoring it, and a third has been directly in correspondence with leading members of bossiness, finsn cisl snd commercial exchanges urg? ing action in its support Where the money for this*work comes from is not stated Such bureaus cost enormously, and there is much curiosity to know what disinterested citizens are financing it. Senator Hanna, it will be remero bored, declared recently that the only organized body in reference to the bill was that of tbe foreign steam ship companies, which be alleged had raised a large sum to defeat it.
