Osteee ft Oo Oat IS? it VIEWS OF TWO DISTIN? GUISHED AUTHOR? ITIES Dr. T Grange Siuons and Sur? geon General Wymm 18 Montague Street, Charleston, 8 C , Nor 26, 1900 S 1 Reardon, Esq. Seoty and Health Officer Board of Health, Sumter, S 0 Dear Sir : I bare reoeired a letter of tbe s a cue purport as yours from Or Jobo 8. Hoghson I would have preferred to bare bad more tiae for a reply on a subject of auob import? ance, and wonld hare bean more concise if time allowed me to bo more explicit I will send the oame reply to both of yon The authorilies ?11 are unanimous in condemnation of tbe dry well and privy, and adrooate aewera ao the only safe method of diapooiog of household waste. A a ohairmao of tba board of aewer oommiaaiooera of Charleston, I hare been impressed with tbe great dsngers to oar com muni ties from the use of dry wells and leaky privy vsolts, for with a porous soil aod slight eleration above tide water we have atored op the fool contents of these cess pools, and as a result oor wells and cisterns are polluted with sewerage and human execreta, and thus disesse is engendered when such human exe orets baa tbe typhoid or other disease bearing germs The wster seems pore, but from laboratory ioveatigs lion shows the presence of baoteris from tbe bumsn intestines Ton ask for suggestions Of oourse the construction of s good systsm of sowers with so abunbant supply of pore wster to flush them aod e!l boose oooneotions and thus remove tbe household waste before decomposition occurs, such sewerage is comparatively innocent of danger, and clean sewers are free from gaoea and foal odoro Toar water supply is, I believe, from driren wells, but how remote from the towo suoh supply is derived, and aa to tbe nature of the ooil of your wster shed, I am oot familiar, bot with a porous soil and water bearing on quick sand as you oall it, 16 to 12 feet below the surface. I can well understsnd the danger of your dry wells peoetratiog to this depth and discharging their contents into this strsta If the dry wall was not oo deep, this dsnger would perbsps bo lessened, but not remor ed, for filtrstion to be effective should be intermittent, so thst proper sere tion of the soil can be performed ; slso that the chemical processes of oxidation and nitrification may alao contribute to the proper purification of the water. But with populous centres super saturation of the soil most result, and through this filth no proper purificstion of ground water can ooour. If your source of water supply is remote from hsbtts tiooo aod oan be brought to yoo through well built water mains, and if no wells are used io the town then tbe danger from dry wells of the lesobiog sort io lessened, snd eren this would be rendered less objec? tionable by tbe use of tightly bailt dry wells, made of vitrified bri?k laid with bydraulio cement, and oemented'on the interior with Port? land cement ; then a proper ventilla tioo should be mode to the well by a vent pipe of two or more inches oslibre, and a soil pipe of good osst iroo four io dismeter, running well abore tbe roof and away from the tbe windows, sll house connections should be separately trapped near eaob fixture and each back air rent arranged oo as to avoid syphoosge or bresking of the wster seel. Eren these wster seels sre of sewage and ore miniature cess pools aod are ofteo brokeo by tbe discbsrge of Urge rolomeo of hot water into tbe pipes, for the expense of hot air is immense, snd thus few wster seals remsin The dry well should be often disinfected, emptied sod cleaned I sdmit thst with oo sewers the problem is moot difficult to solve, sod tbe ohoice between lesky privy ?suits snd dry wells is but smsll; soil snd wster pollution must ensue from both, but tbe tight dry well, os described, is tbe safest in lbs sbsenoe of sewers I will now try snd snswer tbe queries seat me by the secretsry of the Bosrd of Health. As serersl of them sre embraced in the above, I may oot follow tbem in exsct se quence 1. Do cess pools, with uncement ed sides snd bottoms, thst sre of sufficient depth to penetrste the wster besring strstom, oootsminste tbe wster supply uf wells snd pumps in tbe vicinity?soy 500 feet ? W. 8 Gerbsrd, in "The Disposal of Household Waste," in speaking of the leaching cess pool, ssys "the osrdinsl process slwsys to be ob? served is to svoid stagostion of sewsge snd the accumulation of putrefying filth in or near our premises ; it is s nuisance itself, snd will unavoidably snd invariably pollute the water supply, snd pollute tbe sir by its exhalations " Kttehen refoss, when mixed with urine, fosesl matter, bath tob waste, greise, aod sosp, sooo render the soil impervious and oo filtrstion eso take plaee, sod from saoh a eesss pool, oolsss freely ventilated, the gasss sou sossmolste, sod fores seal and traps, and snter our spsrtmeots. If suoh foul rsssptsslss of lltb bavs ssrrisd iats then fecal matter oberged witb disease bacteria, tba danger of tba oootenta beiog ocrried ioto wells aod cisterns adds to tba daoger. As to 'fit dia taoae, sueh contamination may be earried, oo definite opinion oan bo giren. Some authorities olaim tbat the typhoid gerne oan be water borno tbroogb porous soil or along bard strata of rook or marl for over one mile ; Experiments witb chemicals iedio, floor and salt plaoed in springs or wells, wbao tested at long distanoes, several hundred yards, tbe ressponse to tests bave abowa tbat enob agents bave passed witb the ground water or .streams from spriogs to ioog distances Mason; in "Water Supply", Cbap viii, Ground Water, says : It is hopeless lo depend opou the purifying influences of intervening soil to protect wells from privy and cess pool fouliog, bsoense soil filtration, to order to be effective, mast be ^intermittent, and tbat after a doeo of sewage baa beeo added to tbe eoil, (aod the dose mast oot be large) opportunity for tboroogb aera? tion of tbe eoil must follow or tbe seoood dose oaooot be purified. Witb a oonstaot flow of polluting material the purifying process of soil quiokly ceases " 2. What dieeaaes are moot likely to result from water oootamioated by the sepage from oeea pools ? Diarrhoea, dysentery, typhoid fever, oholera are tbe oommooioable diseases I tbat art most likely to ooonr from use \ of sewege oootamioatioo to drinking water. Maoy examples of epidemics of cholera and typhoid fever are reoorded from ose of water polluted witb sewage. Tbe germs of these two diseases more rapidly perish wbeo dried, bat live for long periode in damp soil or water. Experiments show tbat the spirilium of oholera, when plaoed to eterliied soil aod kept moiat may eorvive for 33 dayo. The baoillua of typhoid fever to dry soil perished in 2 to 4 days, in wot soil wes active for 45 days 8org Goo Sternborg, U. 8. A. states tbat tbe typhoid germs will sarvive at a depth of from 4 to 6 fast ander groaod ia sammer and in wintsr at 9 ft. 8 Is tbe absence of taste, odor aod discoloratioo regarded %as oooolosive proof tbat water is pore, wholesome aod ooeootamioated T lo oo way eao water be thai judged ae pore. W. 8. Mason, "Water 8upply" p. 816 states : "It is a fatal error to faney tbat because water has a bright, sparkling, olear appearaooe and a pleasant taste that snob water is pare aod wholesome Oarbooie aeid gas is what causes tbe brilliaoy aod refreshing taste of groaod water aod to tbe solvent aetioo of tbat gas is doe the elearoess of maay waters tbat bold orgsoie matter io solution. Oarbooie aoid gas ie ooe of tbe products of eewage decom? position. " ' Tbe dangers from tbe ose of water polluted with sewage although they may show the presence of nitrites free and albuminoid ammonias chlorine, to a dangerous degree wbeo subjected to ebemioal analysis yet persons may aod have used aooh waters without harm beiog showo aod the watec may be most palatable, bat as soon as the eess pool that contaminates such water reoeivee tbe excreta from oholera or typhoid fever tbeo will snob diseases be most liable to break oot among those who age eaob polluted waters, lo very dry seasooa when tbe groaod water is low theo by gravitation will tbe oooteots from the privy vault aod dry well be drawo to the well and cracked oieterno that are deeper. Nor eao we dereet the presence of each disease beariog orgaoisms by obemieal aoalysis, these oooditieao eao only be detected by the bacteriologist after eerafel col tore aod laboratory eiemioatreo. 4. Thie I bave aoewered flaity in discussing dry welle aad their daagere aod bow by construction of tight reoeptaoleo or ceee pools witb proper ventilation aod boose plumbing tbe dangers oan be lessened bat oot remov? ed. I regard the daoger from privy vaolte ae great almost as from leaobiog eeaa poole. I bave endeavored to give each in? formation as you both desire. The matter ie ooe of deep ioterest aad con? cern to me aod ooe that must continue to cause much trouble to all of oor communities until the wisdom and eeooomy of having a proper eewer eye teen is appareot. The death rate has beeo reduced to such a degree in all cities after iotroduotion of sewers aod the figures are ebowo io all worke of sanitary engineering, aod medical worke teem with statistics ae to the redaction of death rate fron? filth engendered or preveainble dieeae*. It almost seems criminal for municipal authorities to withhold such life-preserving measures. If I can be of aoy further service I will be glad to aid yon. With tbe short time given me for a reply, I bave oot bad time to coodenee foots, but bave giveo thorn to you perhaps too loog, but it requires talent to write a short ooodeosed statement io a short time.
