MBIKCEJOHN ATTEMPTS TO REPLY TO BRYAN. I Obioago, Oat. 12.?flea. Georg? Moftetfoba, i Obioagt MJfaftel to Qoo. W. J Bryan, which the Utter will receive today : Chicago, 111. Oot. 11. Dear 8ir : In your communication tu me of the 10th inst , you refer to the fact that the Republican party adheres to ite doctrine that the Con? stitution cannot bo extended to new territory acquired by the treaty mak iog power of our government, nor by tho military commandera of our armies. Yon then declare iLit. therefore, tho president was not obliged to refuse bis approval to that portioo of the Sulu agreement which permitted the temporary continuance of the alleged slavery in the Sulu ialanda. The point to which I called your attention in my communication waa that tbe president did refuse bia approval aod that, therefore, the por? tion of the agreement ia not exiatiog. I am gratified that you direot atten? tion to tbe fact that the present administration doea not require the foroe of conetitotiooal provision to prompt it to reeogoize the rights of men. Permit me, however, to call jour attention to tbe concluding wordo of the amendmeot to tbe con? stitution to which yoo refer : "Neither slavery nor involuntary aervitode shall exist within the United States, or any other place subject to their jurisdiction " While amendments to tbe constitu? tion are under consideration, will yon give en explanation of tbe discre? pancy between your platform this year end the one on which Tilden made bia csnvass. Your platform declarea: "We, the representatives of the Democratic party ol tbe United States, assembled io national oooven tion ou tbe anniversary of the adop? tion of tbe Declaration of Independ? ence, de reaffirm onr faith io that immortal proclamation of the inalien able rights of man and onr allegiance to the constitution framed in harmony therewith by the fathera of the re public ?' Ae framed by the rathers of tbe re pablio, the constitution recognized slavery and provided that a slave es? caping into a free State did not be? come free aod must be retnrned to bis owner?article IV , section 2, olaoae 3 The constitution as fram ed by the fathers did not cootsio tbe guarantee for tbe righto of our color ed citizeos provided by the 14th sod 15th amendments. The Tilden platform declared aa follows : ?For the Demooracy of the whole country we do hereby affirm our faith in the permanence of the Federal Union, our devotion to the constitu tioo of the United States, with ita amendments, universally accepted as final settlement of the controversies that engendered civil war, and do here record our steadfast confidence to tbe perpetuity of tbe Republican self government '* Why doea your platform refuse ad herence to the amendmenta to the constitution ? In view of your pleaaaot conteu tioo 1 beg to request sn explanation of tho ooooluding worda of the Chi? cago platform of 1896 on admission of territories, which resds : "We recommeod tbat the territory of Alaska be granted a delegate in congress aod tbat the general land and timber laws of the United Statea be extended to aaid territory " Very respectfolly, O D Melkeljobn lion Wm J Bryan, Cleveland, 0 CLEVELAND'S VIEWS. College Boys Howl While Bryan Speaks. ? Ann Arbor, Mich, Oji 11.?There was a mildly wild time this afternoon when Mr Bryao oame to Add Arbor. Tbe studeots of tbe State uoiversity winch ie located here were at the mert ng iu largo numbers aod each odc made bis preseooe felt. A platform bad been erooted oo tbe south side of the court boose building aod tho entire south wide of tbe tqaare on well as tbo adjoining street was covered with a solid mass of humanity, a majority of those nearest the stand being studeots Mr. Bryao had oo sooner shown his faee tban tbe boys begao a olamor wbieb did oot oease for 10 or 15 min utes. Even after Mr Bryan advaooed to tbe front of tbe itaod tbe din con? tinued, but it ultimately subsided suffi? ciently to allow him to begiu, "if you are willing to listen." A few viooee responded: "We are willing." ' If I were an impeiialist," Mr Bryan Waat oo, "I should call out an army to suppress you, bot I an oot." This sally seemed to please tbe young men, aod most of tbem laughed aod ohesred. Some of tbem jeered to such an ex? tent, however, tbat an offioer was com? pelled to enter tbe erowd aod arrest several of tba noisiest. After this, while tbe interruptions were frequent, they generally took tbe shape of questions. Oos of the questioos brought out the explioit declaration from Mr Bryao, "tba Democratic party is for the free eoioage of silver at ths ratio of 16 to 1 without waiting for tbe aid or ooosent of soy other nation." By tbe time Mr Bryao eoooluded tbs confusion bad ceased entirely aod be departed amid cheers When informed of tbs arrests of the studeots Mr Bryao immediately sent tbs following letter: "Hon M. J. Cavanaugb, Ann Arbor. "My Dear Sir : If it is true, ss [ am ia formed, tbat some of tbo oollege boys were arrested for disturbiog tbe masting, please ask for tbeir discharge I am sore it waa tbe result of boyish thoughtlessness and not malioe. "W.J Bryan.'; Mr Bryan took up the trust questioo aod at the bsginniog of the speech be was asked : "How about the lee trust ?" "Will you explain to me," he replied, "why every Republican knows there is an too truat and yet no Republican knows anything about aoy other kind of trust ? Every director of the ioe trust is a Republican (Applause and eries of "oo" aod "bow about Cro kerT") Mr Croker is oot a director. He is simply a stockholder. (Cries of "oh P' aod applause ) The goveroor of the State of New York is a Republican aod if be were in New York punishing tbe ioe trust instead of making speeches oot here there would be oo ioe trost. (Applause ) We bad ao ioe trust in Omaha last apring, but wo bavn a Darn ooratio attorney geoeral there aod be commenced suit against the ioe trust there aod it dissolved on tbe first day of August, but tbey do not do it io New York in tbat way. (Applause ) A voice? How about the eottoo troat r Mr Bryao?Tbe gentleman speaks of tbe eottoo bale truat Now, let me tell yon tho facta Tbe cotton bale oompaoy bas a pateot for making round bales, and it bales less tbao one twen? tieth of tbe cotton of tho United Statee, aod yet yon Republicans say nothing about a salt trust tbat controls 96 per eent of tbe output, but you howl about a oottoo balo truat that has ono twen? tieth of tho output. Are you honest ? (Cries of "yes") Theo you must have boon ignorant (great applause), for no honest man would condemn a 5 per cent cotton bale trust and defend a 95 per eent salt trust beeauee it was Republican. (Great applause ) Let me oa'.l your attention to tbe faot that your party bas no remedy for tbe trusts x A voice? What would you do T Mr Bryan? We have a remedy, aod our remedy is, first to put overy trust made article oo the free list ; second, we propose tbat eoogress shall provide tbat before soy corporation does busi? ness outside of tbe State of its origin it shall take oot a license from tbe federal government and this license shall ooly bo given when tbe corpora? tion shows tbat it has no water io its stock aod that it is oot attempting to mooopolixe any branch of bunoesj. I believe that that would be a remedy for the tiusis. I believe tbat no private monopoly oculd exist. A voice? How about North Caro? lioa ? Mr Bryao?I thought tborc would be some North Carolioa men here and ho brought a huilotin issued by tho gov? ernment under this administration and therefore 1 know it aiQit be right It was i-sued Aug 29, and when you peoplo worry about the oduoatioual qual? ification iu North Carolina I waut you to know (bat your own administration bas fixed ao educational qualification for voters in Puerto Rico, aurt accord ing to this bulletin oniy 17 per oout ol the negroes of voting age in Puerto Rioo can vote under the educational qualifications fixed by your own presi ajftt Aod my tuend?, remember that ?in the 6ouih tho educational (|ua)ifiea . tion docs oot tako from tho man tbe protootion of the constitution, ho far ai bis rights arc oonccrord, but you take fr> m tho people of Puerto Rioo the I ptotcotioo oi our constitution and undei I tbeso qualifications wo shut nut 8o pel ! oeht ot tbe blaok men there. Ono will die. Amiod bands paraded the streets later, shooting and yelling, terrorizing the town. The whole dtstnot is armed and the people are uoable to nope with the rioters. Tbe parties are about equally divided in numbers. Leaders of tbe Republicans are orgiog their fob lowers oot to engage in rioting, but tbe Federals are determined to sveoge tbe tbe ehootiog. The most famous of newpaper cor? respondents, Henri de Blowitz, takes s very gloomy view of tbe future. De Blowitz is generally considered the best informed msn on politics in Europe sod his views usually carry great weight. For 30 years he has been the Perls correspondent of the London Times snd has frequently known more state secrets then any statesman in Europe This wise correspondent ie usually very calm snd conservative, bot of late be seems to have taken the role of an alarmist He predicts that in the near future there wilt be a war be tween all the civilized nations, a war which in tbe magnitude of its pro? portions and its resnlts will surpass all of the great conflicts of tbe past The nations, as viewed by de Blowitz, are full of fight They have ambitions and schemes which sre so conflicting that a clash between them very soon is inevitable and when the trooble starts it will almost certainly involve all tbe powers. When tbe czar called the great Peace Conference de Blowitz pre* dieted tbat it would accomplish noth ing He now sees more signs of war than bave been visible for s long time and his high cbsrsctor ss an observer has caused his prediction to receive very general attention It. e.
