Charlotte, N U., Aug. 2?The elections in North Carolina today were for governor and Stato officers, members of the legislature and coun ty officers and for an amendment to the State constitution looking to a practical elimination of tho negro from politics, as its adoption wouid disfranchise the bulk of the negro vote. By far the greatest interest centered in the fight over the amend? ment At today's election a great many uegroes voted for it. The faculty of Livingstone college at Salisbury, one of the most prominent negro educational institutions in the south, voted for it The amendment was opposed by tho fusion forces of Populists and Republicans, headed by Senators Butler and Pritchard, and the campaign was the most bitter waged in the State since reconetruc tion days. There was a full poll of the Democratic strength, which, com bined with a small negro vote and some Populist and Republican votes, rolled up an unprecedented majority. Returns tonight indicate that the amendment was carried by over 40,000 majority Spencer B Adams, fusion nominee for governor, was defeated by Chas B Aycock. Charlotte, N C , Aug 3.?A epe cial to the Observer from Raleigh, says : The Democrats rejoiced quiet ly sll over North Carolina today The returos tonight show that Demo cratic majorities aggregate 54,678 and fusion majorities 5,125, making the net Democratic majority 49,553 There will be contests in several counties, there being gross irregular ities in Randolph and Haroett and smaller ones iu Wiikea and Chatham In the latter county, at Congressman Atwater's precinct, the fusion strong hold, the fusionist8, finding they were being out voted assaulted the election officers, smashed the ballot boxes and burned tho ballots This is the only outrage which occurred in the State yesterday, so far as known The returns show that to the sen? ate there are elected 38 Democrats and 0 fusionists, with three seats doubtful, and to the bouse 95 Demo crats and 13 fusionists, while 12 seats are in doubt x There was some talk today about national politics This grew out of a rumor that Senator Butler had de? clared North Carolina's electoral vote should be cast for McKinley Chair man Simmons said at Democratic headquarters tonight that tho State's | vote wouid be cast for Bryan beyond doubt. Washington, July 81.?Tho war department today promulgated the following order fixing the time for the holding of tbe Cuban elections for tho selections of delegates to tho con stitulionai OODVtjutioo : "Whereas tbe congress of the Uni? ted States, by its joint resolution of April 20, 1898,* declared : 'That tbe people of tbe island of Cuba are, and of right ought to bo free and inde? pendent.'
