Washington Jone 22-Josph B I Ager president of the Maryland State I Grange, was before the industrial commission today, He said that a I trust among the farmers such aa waa suggested by Mr. Havemey er was I impracticable, owing to the difficulty <5f getting the farmers to bold np prices Speaking of colored labor, **^ae said it was unreliable because of the natural indolence and indifference of individuals of the colored race. Liquor he regarded aa the great bane of that people, and responsible for r*" nine-tenths of the crimes committed L by them. \ Mr. Ager considered the condition of the average farmer as worse than it was 20 years ago, bot he believed money, invested in farming safer than J in other linea of business . L W. Youmans of South Carolina F occupied the witness stand dnring L the afternoon session. He said the W. agricultural interest of the south was greatly depressed, and he attributed the depression to the fact that silver % /-was not recognized as a money metal. He said there had not been an increase of the volume of money to correspond with the increase of * population. As a consequence there ^bad been a general depreciation of ?.' of values He was proceeding to develop his views upon this point wheo Maj. Farquhar made a point of order against the character of the testimony, and this point was sus f- tauted: by the chair (Hon. A. L. Harris) afrer a somewhat spirited encounter between Representative Livingston and the Republican mem bers. Mr Youraans then proceeded to other considerations He thought the tariff also a obstacle to progress, saying that while the cottcn grower of the United States was compiled to J compete with the cheap labor of the world ia sales abroad, he was not allowed to buy the product of that abor in other articles abroad without paying a duty of 40 per cent, upon it. As remedies be suggested the free coinage of silver, a lower tariff 'fl and local banks of issue. He bad m,* tried the diversification of crops and | had not been successful. Mr. Youmans said he had no fault to find'with colored labor and that he preferred it infinitely to imported Viabor "I employ 300 or 400 ne groes," he said, "and I find them docile and willing to work. I go away and leave my family among f them, feeling confident of their safety and protection/' He thought, however, that the - negro as a rule irresponsive to the fforts to educate bim, and while lie willingly paid his share for such , efforts at education, he considered the money so spent as thrown away. Last night about fifty insurance men of the state met in the rooms of tbs Merchants and Manufacturers club. The object of the meeting wa3 a perfect an organization for mutual protection in the business, to keep it up to its present high standard and to prevent as far as possible the "Operation of wiid cat concerns. The man said nothing, but give him a haggard look that went into my heart like a knife. My God 1 what a look ! Shame, a humiliation and abject terror. It started the sweat on me like water. Well, he draok his whiskey, stood still for a minute as if gathering himself together, aod sauntered out as coo) as ever. .'I asked the bartender if he had many such customers, and he laughed ,L)t8 of 'em,' he said. 'There isn't a firtt-ciaes bar in town/ he went on, 'that don't patch up a few old boys like that almost every morning. They're not drunkards, bot they have been at it so many years that their nerves are gone, and, although they don't know it, they are working on absolutely nothing but whiskey. As soon as they get a little fresh fuel in the morning they are ail right, but they come io scared and out of wits and thinking they're going to drop dead every minute. Woodward, ; who has been in this city buying and soliciting shipments of potatoes to G M. Snyder & Co of New York city. The facts in the caso that cul initiated in the whipping are about as follows : Yesterday a young lady of this city was passing down the street, when she was overtaken by Woodward, who made repeated im proper proposals to her. Ou the yoong lady arrivinging at home she reported the facts in her family This morning on its being learned that Woodward would leave on the train a party of gentlemen repaired to the depot armed with a couple of whips and proceeded-to administer the horse whipping, after which he was ordered to board the train and never return Atlanta, Ga , Jone 21 -The splen did home of Gen Johu B. Gordan at Kirkwood, a suburb of Atlanta, was completely destroyed by fire this evening. Mrs Gordon, her daughter. Caroline, and Hugh and Frank, the two sons of the general, were at home when the fire was discovered With the assistance of the family servants and neighbors the general's books, pictures and war relics were saved but everything above the first floor was burned. The general's residence was a typical southern home of 20 rooms and was built in 1869. Gen. Frenchman Barned Alive. Rio Grande, Jane 22 -Jean Pa care, who was taken from jail and put to deatb by a mob, was a middle-aged Frenchman, accu-ed of assaulting a three year old child. Threats were made against him Last night a mob visited the jail. The keeper waa terri fied into surrendering the k(vs. Pa nare was taken to tae woods. After tormenting him awhile, the mob rom ed him alive. None of the lynchers were masked or made any effort what ever to hide their iodentity. A new postage stamp bas jost been issued by tho government of New Zealand, and it is one which is likely to prove of speoial interest to philatel ists. The government decided some time ago to establish a pigeon messen ger service between Auckland and Great Birrier Island, which service was the moro necessary as there was neither a oable nor any other regular connection between the island and Auckland. It was decided to ssnd letters regularly by pigeons, and it i? for this purpose that the new stamp has been issued. Litters or dispatches scot io this way will be known as "pigeongrams," and must be written on a small, thin sheet of paper. Oa the 6tamp appears a picture of a pigeon on the wing and carrying an envelope in va beak. About the pictore are the words "Great Barrier Island," and below are the words, "Special Post,'7 while at each side are the words. 1 One Soil ing." Letters can be sent by these swift messengers twice each month.
