THE DUTY OF THE HOUR, Mr. Editor : The position assumed by tbe lead ing papers of this State en the Phil ippine question, does not seem to > represent the opinion of the people of tlie State Certainly not of all the eopt$ of the State It is lamentable that, the sentiment of South Carolina, should be generally ass am ed to be an tagonistic to the attitude of the gov eminent It ia true that our senior Senator is "nothing if not critical,'' bat it dees not follow that the people adopt bia theories, nor is it true that a constant, snarling disposition is representative of the attitude which the people bear towards their nation al leaders. Let us look calmly at ^?frfee Philippine question. Because Admiral Dewey aided one Aguinaldo, to return to tbe Philip pines and perhaps used him and bis adherents, to some extest, in the cap tike of Manila, does it follow that Aguinaldo, bad the right to claim sovereignty over the Philippine archipelago and to arm bis followers against tbe forces of the United States ? Besante the tyranny and misgov ernment of Spain, cacsed revolt against her rale, and justified insur rection, does it follow that there is any. sort of right in Aguinaldo to stand in arms against fthe United States, who have removed the rule of the Siwiard ? Is there any reason to befteve that the Government of the United States, would by its mea , eares justify any revolt; Is not the course pursued by Mr. Aguinaldo, similar to that of the ser f0peot, which having been warmed into life by the farmer, turned upon and stung his benefactor?. Wb<> is this Mr. Aguinaldo ? "Oa. what meat has this ocr Caesar fsd t,- Thit he has grown so great V* Whence comes his right to the assumed control over the Philippines? v~ Ile was one of the leaders of a revolt against the rule of Spain. He sold out himself and his people for the sum of one million dollars, to be paid by Spain. He received $300, WO, and was at Hong Kong when the war between Spain and the United States broke out. He return ed to the island of Luzon on an American vessel and was aided to organize such forces as he could raise. Supplies from the arsenal at Cavite were given to bim, and be-may have been regarded as somewhat of an ally in the investment of Manila. JBdt whence does he derive the right to the sovereignty of the whole archipelago ? He is not a hereditary prince--no election bas given bim. command. He has simply organized sporne forces and a nominal sort of cabinet, composed largely of "His sisters, bis cousins and bis aunts," like that of Sir Joseph Potter io the cornie opera of "roe Pinafore." His chief of tbe military staff is bis courin, another "Aguinaldo *' His whole army is composed of about 25,000 or 30,000 men of s arms, including bows and arrows, and bis Whole naval force is comprised ia a few unarmed scows fit only for trans portation purposes Without American aid, he was powerless to remove tbe forces of Spain, and since the United States save driven Spain out be has fought no battle, gained no victory and ac compiished no work, except that his !*peop!e occupied the city of I loi io, when the Spaniards left it open to bis troops Should the United States vacate the bay and city of Manila ? It seems thal revolution would succeed revolution since Aguinaldo and his followers constitute bot a sm ai i por* tion of the people of those islands, who number not less than ten million, and are composed of Tatagos, Ne gritos, Malays, Filipinos proper and strangers, l^he foreign interests at stake are large-German, English. French, Japanese and Chinese, Dot to speak of American and Spanish Would the governments of those foreigners consent to have the lives, liberties and property of their citi zens left to the tender mercies of Mr Aguinaldo and his followers or of those who might at any moment sue oeed bim and his ? Assuredly not. When America removed the Span Jard she assumed before the world the responsibility for the good order, safety and security of the people of all nationalities resident in those islands. By what right can she now AUTU over those duties to so untried a person as Aguinaldo, who may not be able to control bis followers a bingle day ? He may try and fail A ballet may lay bis power low for ever. Oh, Aguinaldo, what can a coan do more than he can do ! One of the Spanish peace com missioners has expressed himself fully and clearly on this subject. He scouts the idea of America turning ever the government of the Philip pines to its own people, whom he thinks are as fit for self government as the monkeys in the Zoological gardens Do not the people of South Caroli ca believe that the 57 senators (who voted for the ratification of the treaty, vritb whom canst be classed she presi dent and his cabinet, and the peace Commissioners) know as much and were as capable of forming a just inclusion aa the 27 who voted sinst it, including amongst them ves all the sore heads and dis grantled and all of those who see only in discord any prospect of ad vancement ? Wheu the self constituted ruler, Mr Aguinaldo, caused his followers to assume an attitude of hostility *o the forces of the United States on the island of Luzon or even at Mindacoa where lioilo is situated, he assumed the whole responsibility for what was to ensue Every drop of blood shed will be on bis hands Having ob tained a foothold by the aid of the United States, he now praticaliy ordered them off He demanded that he be recogniz ed by the Americans as the de facto and jare government of the Philip pipe archipelago, and even caused an inquiry to be made by his relative, Agoncilio, as to why reinforcements were being sent by our government to oar officers, Otis and Dewey, at Manila Was ever presumption more pre suming ? What government has recognised Mr. Aguinaldo ? What government will recognize him ? Even if he bad aay pretense to a claim for such recognition, his con duct in precipitating a difficulty with the United States will debar him from any such recognition by any power. Poor fool that he is. He has by his rashness shown himself totally unfit for any high position. The people of the United States are compelled by the course of events to sesame control of the Philippines. This they will do. What the future of those islands is to be, the foture alone can tell. No mao of common sense bas any fear that the govern meat of this country will tyrannize over them or repeat to them the ex actions.of Spain. The first step that the people of the archipelago should take is to curb all such self sufficient foote as Mr. Agui naldo and his cousins. Aguinaldo and Agoncilio. All this blatant talk about imperialism is nonsense. There are no imperialists in this country and there never will be It *s only the rash talk of those who must stir the water*, so that they will come to the surface. Newspapers must have something to write abgat They cannot enter tain their readers without writing savage articles about something cr somebody. Hence all this clamor as to imperialism It is a fake -like the dagger which appeared to Macbeth's diseased imagination, "There is no such, thing . "Sufficient unto the day is the evil thereof" Io times past we have not suffered for want of prophets of evil, bat the coantry liss gone on in its coarse and bas non been delayed or turned aside by any "Witch of Eodor." So will it be now The car of progress, will progress The nation will go on prospering and to prosper and those who now see so much to apprehend will live to see, that; everything comes to him who waits. If Not, The President Will b9 Forc ed Immediaiely to Call an Extra Session of Congress. Washington, Feb. 9 -The Post to-morrow will say : The army reor ganization bill mast pass or the president will cali an extra session of congress, Tbe opposition to the bill in the senate has already been frequently referred to in The Post, and the prediction made that some compromise would be agreed upon whereby legisla tion of a temporary character would be plaeod opon the army appropriation bill. This will not satisfy the administration. No make shift expedient will be accept ed. The president has determined that the passage of the army bili shall be made an issue, and there is no doubt in administration circles that he will be successful. If, however, any obstacles shall prevent action, an extra session will surely be held. The conditions which have arisen leave no other course to be pursued by the president. A decision was yesterday rendered by the attorney general to the effeot that as soon as the ratification of the peaoe treaty exchanged the volunteer soldiers can no longer be retained in service. This is also true, tbe attorney general bolds, of the additional regulars who were enlisted 'for the war with Spain. Consequently without the desired legislation the president will find himself with an army reduced from 65,000 to 15,000 men. Isla de Cuba Resurrection. One of the Vessels Sank and Raised by Dewey. Oo December 12 a strange looking vessel with sides reddened with rust and with only one mast standing, ? steamed gayly out of Caoocao bay and dashed merrily out toward the China 'sea. It was the Spanish protected cruiser Isla de Cuba, which had been May 1, and was successfully raised a short time ago. She went off under her own steam and quite alone for the repairs she is to get at the Hong Kong dook. She was the first Spanish ship of those nuuk last spring to be raised by Naval Constructor Capps and Mr. Jack, of a Hong Kong construction company, and was soon put io conditico for' her trip across the China sea It is remarkable that in spite of the fact that her engines were under water for seven months they were found'in excellent order aad need ed on^y a little cleaning before the crui ser strack out for a 700-mile voyage alone The Isla de Cuba, a sister ship to the Cuba, and the cruiser Don Juan de Aus tria, also have been successfully raised and will soon follow the Cuba to Hong Kong for' repairs These three ships were the most modern of the Spanish vessels here in the East, and although not nearly so big as the Castioa or Reina Cristina, they are more valuable. He asks for an appropriation of $250.000 to improve the Congaree river so as to insure navigation to the foot of Gervais street Fifty thousand dollars of the amount is to be used yearly until the appropriation is ex hausted. The sum asked for is the amount United States engineers have estimated would be sufficient to accomplish the desired end. Senator Tillman is tak ing a personal interest in the matter and is working bard to have his amend ment adopted. He expresses the belief that he will succeed in the senate, and it is to be hoped .hat Congressman Wilsoo aod other representatives from the State will succeed in securing its passage by the house. Navigation of the river to Gervais street bas long been a dream of Colum bia, but all efforts to accomplish any thing heretofore has met with a failure.
