The action of the cir j council in re? ducing fne salaries ot the policeman and officials under the city government ?t has been commented on to a great extent, the opinions expressed bein? more often than otherwise adverse to the action of council. At first we were inclined to the opio- ; ion that the reduction was closely akin to brigandish stand and deliver methods, and not to be classed as economical ; municipal government. The policemen j received, before the reduction, little enough for the services the^ were re- j quired to perform, and to decrease the j very modest compensation allowed them for standing guard io rain, snow and : sun, had the semblance of taking advao- | tage of their necessities. At this time ! of year it is difficult for any one to j obtaio employment, and the police- j men are forced to work for reduced ! salaries or remain without employment. ; It is our opinion that it would be pref- ! erable that the city should have a j i smaller police force and pay living : salaries thau to increase the force and j reduce salaries as has been done Looking at'the matter from another! point of view, the council did no more than the average man would do in managing his individual business. It is recognized as a good business policy to get everything for the least possible price, and this policy has been applied to the salaries of the police and city officials. There are dozens of men who will gladly take the positions at even the reduced salaries, which is, no doubt, unfortunate as it. j j gives the city or any other employer j power to dictate term9 to the employ- ! , ces. It is simply a matter of cold j j business, and since the people have long been clamoring for an "economical, business-like municipal government," ali this kicking does not come with good grace wheo the busioes9-like, un-j y feeling, vise-like economy begins to j , sqaeez? those whom the people know personally and can sympathize with. The council wa9 elected by the peo- j pie, and by virtue of this election em- I ( powered to run the city government for j 1 the space of two years The members j ' of the council are answerable to the I ' ! i public for their official acts, and they will hava to give an account at the ex piration of their terms of office; there- j j fore we do not propose to be raising a j hus and cry every tin^e the councii 1 J j j acts contrary to what we and the pub lie may consider our superior judgment, j Wy shall give the facts and- make ? ^ whatever comment we think proper; \ 1 but shall not undertake to bullyrag the ; council, or any other body, no matter! who deems it the duty of this paper to | do so. We have endeavored to run t'-is j paper honestly, fearlessly aud n?r th< best interest of tbe public, but we mo.-; decided^ do uot possess that sort i?f backbone that needs to be vindicated : periodically by "jumping nn" some j public hedy that it. fc always safe to at ! tack. The establishment of a cotton seed i oil mill is not bad for this season of the year. Sumter must do more than th is, however, if she would keep abreast of the industrial progress of Ihe South The scarcity of*Cuban tobacco, su? perinduced by the war and the destruc? tion of tobacco farms and tobacco in | the hands of farmers, will not benefit South Carolina tobacco planters, as the tobacco grown in this State can? not be used as a substitute for Cuban tobacco. Senator irby has been slaughtered , by Senator'Tillman and his cohort; of politicians. This shows the for? tune that is the usual fat? of politi? cians. At one time Senator Irby was the political master of South Carolina and of Tillman, as well, for he controlled the machine absolutely, j Then he used his power with a mer- : ciless hand and spared none who ; opposed his will ; now he is an out? cast from the riDg and his one time friends have deserted him. Irby "'s day has passed, butr he is a man of ndoraitable will, and Senator Till- j mar? should not discount his opposi? tion. Senator Tillman should not feel too secure in his power, but should be warned by the fate that has befallen Senator Irby. Tillman's day may also pass. The Washington correspondents say that Senator Tillman's candidacy for President is regarded as a joke by ail classes o? politicians, in that city, Populists as well as others Senator Tillman is riot joking, nor do his sup? porte! s think it any joke They al! expect fat jobs under the shadow cf the White House South Carolina is a:most anani- j mons for the Cubans ; and by a large . majority for free silver. The organization of the Sumter : Club with so many business men of the city as charter members speaks well for its success, and we are satis ,! fled that it is a move in the right ' direction. : Dr. Samps Pepe is the most un- i wearied office hunter we have ever heard ' of Ile is no politician-his worst ' enemy could never charge him with bein? a wily and shrewd politician-he j ?9 first last and all the time an office hunter, simply that and nothing more. !
