The best shells used dariog the Franco Prussian war only covered an area, when exploded, of some forty paces, and in bursting seldom injured more than seven or eight persons. Experi? ments with the cew shell go to show that it will destroy everything within an area of 900 feet. Some of the fragments will be large enough to kill a man, others almost in? visible and calculated to merely excori? ate the sk io. In an experiment an j enormous target was riddled with thous? ands of holes by the bursting of a single shell. Four shells were suffi? cient to sink an obsolete ironclad used as a target at Kiel. The law requires that all persons owning property, or in any wise having charge of such property, either as agent, ?busband, guardian, trustee, executor, administrator, fee., ret-trra the same under oath to the Auditor, who requests all persons to be prompt in making their returns and save the 50 per cent, penalty, which will be added to the prapef tj valuation of ail persons who Fail to ra?ke retajos .withia the time pre-, scribed bv law. A good way for the taxpayer - who has; much property to return, is to make a mem? orandum of .the number of horses, cattle, muirs, sheep and goats, hogs, watches, ori? gans and" pianos, buggies wagons and car? riages, dogs, merchandise, machinery, mon? eys, notes and ace;-a's (above indebtedness) furniture, fee., .which will save the taxpayer time and'eoable the* assessor to progress in the work. Taxpayers reurn what they own on the Erst day of J'anuary, ?S92. .Assessors and taxpayers will enter the first gi on me of the taxpayer io full, also make a separate return for each party for the township the property is in, and where the taxpayer owns realty to insert the. postoffice as their place of residence, and those who only^ own personal property to give the j girfc^s&?m? who owns the land they live on as their residence, which aids the taxpayer as well as the* c-unty treasurer ia making the collection and "preventing errors. Every male citizen between ?i:e ages of twenty-one and fifty years on the first day of Jasuary, 1S92, except those incapable of earning a support from being maimed, or from other causes, shall be deemed taxable polls. All returns that are made after the twen? tieth day of February next have to be placed on the additional Hst and fifty per cent, pen? alty added thereto, unless prevented by sick? ness or out of the county during the time of listing. Not knowing the time of listing is no excuse. And all owners of real estate might do their tenants who cannot read or take a newspaper, a great favor by making their returns or telling them th? time of list? ing, and that if th?y fail to make their re? turns in time that the valuation bas to be increased fifty per cent, unless they have a good excuse. The assessing and collecting of taxes is all done now in the same year, and we have to aggregate the number and value of all the horsed, cattle, mules, fee, as well as tbe acres of land, lots and buildings and their value, that there is io the county, and have same on file in tbe Comptroller General's office by the thirtieth day of Juae each year. And from that time to the first day of October each year the auditor's and treasurer's duplicate has to be completed and an abstract of the work in the Comptroller's office by that time, which will show at a glance that the auditor has no time to take in returns, or do any? thing else much, between the first day of March and the first day of October each year, bot work on the books and blanks. There? fore hope that nil taxpayers will do us the favor of making their returns in time. PISTER THOMAS, Dec 9. Auditor Sumter County MACHINE SHOP.
