House io a long time was that of Re presentative Dockery, of Missouri, a fear days since. He literal!v made tbe fur Sy and roasted the Ratals over a fire kindled by tbeir rotten wood. He showed how the large snrpalus left by President Cleveland in the Treasury had been squandered by the present incompetent, weak, sectional, partisan Administration. He showed that with all the waste there had been no relief whatever to the people, and that at this hour there were financial distress and a want of public confidence. There was one poiot of special in terest to which we call-attention. It has been repeated io the Northern Re publican, organs and oy public speakers? by Senator Sherman, Hoar and others? tba> the cause of the monetary strtugency and the scare of capital was owing to the Democratic triumph in November. Mr. Dockery showed most conclusively and from the books of the Treasury Department that the "scare" had set in mcuihs before the election and the triumph of the Democracy on the 4th of November. He showed that the-Democratic speakers used that very business depression as a refrain in their speeches in the campaign. We quote from Mr. Dockery at this p :nt : "I find herein a speech of my own, made on tbe 2nd of September last, this statement: 'In view, therefore, of the recent calls of the Treasury Department to relieve the stringency in the money market it is apparent that this surplus'?referring to the vanishing surplus in th? Treasury?'will be ex hausted within a very brief period. ' I a.io stated Chen that from tbe first day of Jolv, 1890. to the 1st of Sep tember, ?42.118.139 10 had been used to purchase bonds to check the growing tide of commercial diaster which had 'set in. Now, Mr. Chairman, I desire to 8cbmit some further figures which completely refute the declarations of Senators Sherman and Hoar, as well as the statement of the gentleman from Michigan. What are they ? I fiod that tbe bonds of tbe United States purchased from tbe 1st of July, 1890, to the 6th of October, 1890, when the McKinley bill went into operation, amounted at their face value and premiums to $86, "266.730 60. Io other words, Mr. Chairman, in order to relieve the stringency of the money market the ^Secretary of the Treasury had been compelled prior to the passage of the McKinley bill to employ tbe surplus in the Treasury to the amouut of ?86, 266, 730.60 to purchase Government bonds." He opposed vigorously in his speech of last week the system of taxation which wrung from the people in excess of the actual needs and demands of the Government from 3rd August 1887, to 1st December 1890, tbe great suui of $416,711.334 97. Mark you, this is tbe excess?the sum above what was needed. He said that this enormous surplus coerced the Secretary of the Treasnry and compelled htm to pur chase bonds, as the only way to post pone financial disaster and that the actual ^'result of this policy has been , tTm ??jnn^gffWggyrt Iti? ifSee value ' of the bonra (the larger part of them not due uotH 1907.) of ?58,103,684 96 as premiums since the date I have mentioned." The policy of the Radicals was shown to be to extort ?416,000,000 more than was needed in order that the Government might do what? That it raight buy bonds not yet due by twenty year?, and those bonds really bearing the low interest of 4 per cent. There was a good deal of fun and sharpness, in Mr. Dockery's replies to tbe Republican members who were anxious to inteifupt him. He was asked by Mr. Milliken, Republican, what remedy he proposed to the country. His reply is worth repeat ing : 4tThe first remedy I would suggest would be the ?oeal of tbe McKinley bill. The ce: .etion, the remoneti zation of silver. Let silver be clothed with all the functious and power of gold. [Applause on the Democratic side ] And finally, I would strangle the force bill now pending in the United States Senate; and when you have employed these legislative remedies there will not be much left of the Re publican party. Will-am Henry Harrison Matteson published a daily democratic newspaper here urttl a year ago, when, owing to lack of patronage, he made it a weekly. Tbe patronage was still very meagre, and as Mr. Matteson bad seven children, the struggle was a hard one. Re grew deppondcMt and would sit in his cfnoe with his bead buried io his hands for hours, oblivious to what was going on around him. Two aights after the last election he told his wife he was going down town and would be back about 8 o'clock. That was the last seen or heard of him until his wife received a letter from biro yesterday written at Salem, Ore., in which he writes that he has no recollec tion of aoything which occurred after be left home, on Nov. 9, until he found himself in Victoria, B. C, one morning three weeks later. He had no money and pawned a ring to obtain something to eat. Then he found employment with a physician io Salem, Ore., and subsequently became solicitor on a locai newspaper. He sent his *vife ?20 for Christmas and said that as soon as possib?e he would send for his family to c -me there. After Mr. Matteson left here his eldest daughter, Belle, twenty years old, resigned her school and took charge of his newspaper, and has nearly doubled the advertising patronage and is making a bright and interesting sheet. Governor Tiilman is said to be kick ing because some of bis pet measures bave not gone through the Legislature exactly as he desired them, and some of bis supporters are kicking because they have not got the offices they expected under the new administration. In the meantime the horny-handed farmers, who do the voting, will have to toil on and pay their taxes just as ihey did under the old "oligarchy" rule. Mr. J. C. Herring who lives near Wallaceville has found a lump of gold weighing one pound and a half, and has refused au offer of fifteen hundred dollars made him in Columbia. Mr. Herring will not disclose the spot where such treasure may be found, but gives the vague answer that it exists on a certain hillside in Fairfield.?Fair field Herald, Dec. 31. Statistics jo.st published show that in Maine there are 3,310 abandoned farms, total acreage 254,513. This beats New Hampshire even if it is the State of Blaiue and Reed. The farmers are in danger of being ground to powder under the heels of the money lenders. Ingalls lent his cash at 18 per-cent to the farmers. This is merely a sample. It is reported that under a foreclosure of numerous mortgages there is really exceeding danger that the farmers will be without homes and become mere tenants at will. They bave lost their homes by their own folly. They have been voting all along the Radical ticket and borrowing money at enormous rates of interest. We nevertheless sympathize with them in their great misfortune, and must hope that most of them will be able to save something out of the wreck with which to begin life again. If they will forever cut loose from Radicalism that has ruined the m and come into the South with what; is left they will find a ho?pitabie climate, a kindly people and cheap lands.
