This latter conjecture seems justified ; by the annual increase of the royalties j received froui these beds by the State j ia the last fifteen years, which are now I said to be five times the value that they j were at first, and which are now pay- j ing, annually ?2*27.000, or 3 ??er ceut. i on tH? That some such object was in view somewhere among those primarily'responsible for this proposi-j lion seems evident. Every thing about it savors of suspicion.
