A bill has been offered in Congress by a Republican brother to pension every soldier and sailor, who enlisted daring the war, even though bis term of service, did not last more than thirty days. Of coarse that is a better way of getting rid of the surplus than by re? ducing the tariff, because, in the latter event, the Sooth would derive some benefit from the change. How those dear people do love us ! . Mr. Henry Yillard, whose failure in health and fortune, is a topic much discussed, has had a most wonderful life. One year a<r? he was thc most conspicuous man on Wall Street ; bis great road was approaching comple? tion, and he was at the zenith of his power. Daring fbe last few months his roads have depreciated ?70,000,000 and ho is a ruined man. The Democratic Ca neus in t he Ohio Legislature have nominated Mr. Henry B. Payne for the ?. S. Senate, to fill tile place now held by Hon. Geo. H. Pendleton, whose time expires in March, 1885. We think the choice sin? gularly unwise. Mr. Payne, while en? joying a reputation for personal hones? ty and fair dealing, was elected by the votets aod influence of the worst ele? ment in the State. Monopolists and jobbers worked hard to defeat Geo. H. Pendleton, the friend of Civil Service reform and pot a man in his place whose influence would be ic their favor. We beg pardon for not noticing it sooner, bot better late than never, and so we will inform our rend?is that Orangeburg is a City, mn de so by solemn enactment of the Legislature, and though the stranger might be in some doubt whether Claflin University is the city or whether the Court-House lays claim to that honor, it is a comfort to know that a city is there somewhere if he can only find it. The extract below has reference to North Carolina S-bools. but it is so pertinent and fits the school manage? ment in our own State, and especially Sumter County so well, that we give it to our readers instead of something we intended saying on the same subject. It is apparent to any one who has considered the educational question that the standard in our common schools is !ow. The teachers are poorly paid and the term of teaching is excessively short. The remedy can only lie in giving the teachers larger pay and making the standard of qualification higher. Thc term should be lengthen- | ed. To do this requires more money. Cau it be raised t As long as thc ncgroe> pa}' so little for educating their children tb *re is bat little prospect of increasing the appropriation for educa? tional purposes. Without a larger fund there can not be better school facili? ties. But we are not concerned just now I with this aspect of an important ques? tion. We wish to t-ay a word for the Teachers, lt is not creditable to the intelligence and appreciation of our people that they are unwilling to re? ward qualification and fidelity on the j ! part of the teachers as is the case now. j \ The price paid Is a disgrace.
