II PARDONING GOD AND I A PARDONING GOVERNOR. I (By Rev. W. I. Sinnott.) Baxter Mc^^Bendon also published a letter, which, ^^B I understand it right, values a ^^ overnor, chiefly, because by the use the pardoning power he nullifies law that he is sworn to execute. ^^Bo/ not a speech and a letter of this A^Hid imply an entire misconception the relations of God to His kingand of a governor to his state? Bsow that the smoke of battle has flbeen lifted may we not with profit, calmly look at this matter. B The infinite and eternal God as Creator and Sovereign in His king dom does not hold an office of trust I nor of responsibility, and He is lim(ited only by His nature of righteous ness, justice and holiness, ne par-, dons (1) only after full satisfaction for ?in has been made to His ethereal i nature that is expressed in law?a satisfaction that was made by Him who "bare our sins in His own body on the tree," "who suffered for sins, the just for the unjust." (2) No doubt sinners can claim pardons except those who comply with the terms ?repentance and faith. (3)Ndne are ever pardoned, whether fallen angels or children of Adam, that as individuals have been tried by the Judge, Jesus Christ, and by Him sentenced I to hell, God's penitentiary. Unlike God the governors hold a' position of trust and responsibility, and the pardoning power is a trust, a betiayal .of which deserves the, disapproval of all the people. I Mcintosh j AUTHORIZED I j Kingstree, in point is that of the man in Penn- ( sylvania sentenced to life imprisonment, and after he had served 37 years it was discovered that another y man, and not he, had committed the murder for which he was punished. A pardon, of course, followed. (2) \TTien the public welfare requires it. Sometimes it may be that commuting a sentence or even a pardon may benefit the public more than a rigid * execution of the law. A case in I1 point, in my judgment, is that of the \ notorious murderer, John Brown, who 1 L with 16 white men and four negroes invaded Virginia in 1359 for the pur- v Dose of killing all, old and young, * male and female, who opposed him in his mad attempt thus to free the slaves. His party killed 18 negroes, including the faithful watchman who would not join him, and seven white men and wounded nine others. Fernando Wood and others urged Governor Wise to commute the death sentence of Brown and his fellow prisoners to life imprisonment as a matter of public policy and of safety to the South but Wise was not wise enough to do so. Brown was no ordinary murderer. He began his invasion with reading the Bible and with prayer, as if God would bless him in violating in this outrageous way the law of God and of man. Doubtless the South paid bitterly for not 1 >- i?~ -J..:./. ...kiU neeumg nuuus auvnc, ivi nunc "John Brown's body lies mouldering in the ground his soul goes marching on" in the cruelties practised by Sherman, Sheridan, Hunter and others whose ruthless deeds disgraced the name of the United States, and encouraged Germany in her ruthlessness during the World War. A governor has no right to pardon for money, or to construct a political machine, or merely for pity's sake. It was charged against Governor Malcolm Patterson that hq pardoned over 900 convicts in Tennessee to strengthen himself politically. As a reward for volunteer sen-ices in a yellow fever epidemic, his friends made Dr. Luke Blackburn governor of Kentucky. A friend remarked to me before he was nominated that "he would turn all the rascals out of the penitentiary." The record as I remember it now is that he pardoned more than 2,000 convicts.
