Washington, May 11.?President Harding's conference on unemployment reports that during the month just passed has decreased, there being 160 seekers for every 100 jobs, j * as compared with 226 unemployed for ? every opportunity at the beginning of the year. In January 44 per cent, of unemployed could find work, whereas row 62 per cent, can find places. With the jobless estimated as 3,500, ^ - .. 000, the figures work out to the open- ! ing of opportunities for an army of 630,000 men. SO. CAROLINA MAN BAD PLIGHT.! Marion Man Afflicted With Leprosy Problem on Richmond's Hands. The following from the Times-Dis- j patch of Richmond, Va., will be of j interest to people of this section: Respite the fact that he is afflicted j with one of the most malignant mal- j adits known, William M. Skipper, of j Marion county, South Carolina, whom! the city bureau of health has declared infected with leprosy, takes his, fate philisophically and was found in good spirits when visited by Director | of Public Welfare Levy. The bureau of health has begun the administration of doses of an esthcr of the active principle of Chaulmugra oil, which regarded as the most effective meth- i o<J of treating the disease, and Skipper declared himself greatly pleased I with this. He has been given several doses of the medicine already. It is the same treatment that is given to patients in the rational leper hospital in Louisianna by the government, with highly beneficial results and in several instances perm: nent cures. Authorities here are anxious that the patient be transferred at an early date to another state as he is not properly a charge on the community. ! He was brought here for diagnosis of his disease, and not as a patient, suffering from a malady that was unknown to the South Crroiina authorities. It it not thought that he can rightfully j be shipped back to South Carolina and some time must elapse before he can be turned over to the national 1 government. - AN ORDINANCE. 10 REGLLATE THE RIDING OF I BICYCLES IN THE TOWN OF KINGSTREE, SOUTH CAROLINA, AND TO PROVIDE THE PUNISHMENT FOR A VIOLATION OF THE SAME. BE IT ORDAINED by the Mayor and Alderman of the Town of Kingstree, South Carolina, ai.d Council assembled, and by the authority of the same that from and after the passage and ratification of this Ordinance? 1. That all bicycles ridden within the limits of the Town of Kingstree, South Carolina, snail be equipped with a bell, and when used ?.t night shall be equipped with a light or lamp. "At night" shall mean the time during which the street lights of the said Town ar? or should be lighted. 2. Bicycles ridden or operated on the paved streets of the Town of Kingstree shall be operated and ridden on that portion of thr. streets to the right of the center thereof and within three feet of the curb on the right of said bicycle. It shall also be unlawful for the rder of a bicycle to hold on to en automobile while lunning, in the Town of Kingstree. 3. Any person or persons violating any of the provisions of this Ordinance and convicted therefor shall be punished by a fine of not less than One ( $1.00) Dollar end not more than Ten ($10.00) Dollars, or by imprisonment for not less than one or more than ten days. 4.
