Negroes Assume Rule of Africa. L ? 1 .With high hope that its month's K ^#nvention will mark a turning print ^ in negro history, the Universal Negro 2 Improvement Association closed its p international meeting last week, after , the inauguration of officers at LibK erty Hall, New York. iejk Marcus Garvey, who conceived the ngjj thirty-day meeting and the idea of the redemption of Africa by the ner groes, took the oath of office as Provisional President of Africa. The oath was administered by G. A. McGuire. the newly elected Chaplain General of the organization. Garvey's flowing robe of crimson slashed with vivid green, and McGuire's lacy white vestiments fringed with red, stood out brilliantly against the dusky background of a dozen sturdy negroes clad in the uniform of the new Afri# can militia. The hall was profusely decorated with streamers, and everywhere the stars and stripes were draped beside the red, black and green that have ** been adopted as the colors of the # African Republic. A breathless hush was proof of the seriousness of the audience. Although Garvey was not chosen to the highest office in the associajf tion, his inauguration was received with the most' attention, as he is looked upon as the actual leader of his race, in spite of the fact that Gabriel Join son, Mayor of Monrovia, Liberia, was elected Grand Potentate and Leader of the Negroes of the World. Early in the afternoon nearly 5,000 negroes turned out to parade for two hours through the streets of Harlem, while other thousands thronged tne sidewalks to watch them.
