Roads and Prosperitv There never has been but one legitimate excuse for bad roads in South Carolina. That excuse no longer exists. The State could not be expected to construct and maintain highways as long as it was bankrupt and poverty stricken. Today its people have \ more money than they ever had before and tiie Federal government has taught them some things with reference to taxes which they ought now to put to profitable account here at home. In the past year the people i of South Carolina have paid to I'nclei Sam more money than they have been nt* misinir for their own Ill HIV liuu.v V Suite government in a decade anii while it has hurt we have not heard that it has put anybody out of business. Mr. David II. Cokei is absolutely right when he says in a communication printed in The News and Courier, that the question of good roads i< the most important matter which will i come before the session of the Legls-1 lature soon to convene at Columbia. I Improved transportation facilities i an l improved educational facilities are the vital requirements of South Car-1 olina at the present time. We are go- i ing forward educationally, and the momentum which has been gained already can be counted on to carry us fast and far. But in the matter of road improvement we are worse than standing still. Comparatively speaking the roads of this State arc not v..!/1 mr,,i thev were fifty years UttU OV ^vv? 9 ago or even a hundred years ago. That is to say. while the roads of half a century ago were bad enough in all conscience, they were far better adapted to the means of conveyance then in general use than the roads of the present time are to the present means of conveyance. In the past ten years the automobile has become the chief reliance of those who have most occasion to use the highways. Yet we have gone on from year to year ignoring this fact and attempting to get along with the sort of roads . which were only passably adapted to horse-drawn vehicles and which are notoriously inadequate for automobiles. Will the Legislature of South Carolina recognize this fact and be governed accordingly? The members of that body should frankly understand that their fulfilment of their obligation to the State will be judged broadly by the manner in which they deal with this question. There is only one formidable obstacle in fact to the enactment of a progressive good roads measure, namely, the petty attitude which still exists and which oM-irm lpst Deradventure some counties or some sections might benefit more largely than others. Surely, however, there is enough patriotism and common sense in the General Assembly of South Carolina to overcome narrow and antiquated jealousies of this sort. The big thing to remember is that upon which Mr. Colter, one of the . ablest and one of the most successful business men in South Carolina and the South, puts his finger when he says. "The saving in time and in upkeep of automobiles, trucks and horsedrawn vehicles would more than pay the interest and maintainance charges on a system of hard-surfaced State highways which would reach every | county.
