Washington, September 11:?Officials of the war department who for months have maintained that Francisco Villa is dead had their opinions bolstered today by the following telegram received by the department from Gen Pershing: "Reports regarding Villa's movement north continuously received through El Paso authorities. So far these reports cannot be confirmed here, though every possible source of inform:; ion is being used. "Patrols at San Lorenzo from El Valle reached Santa Clara canyon and about 30 miles on Chihuahua road,!but could hear nothing of Villa or of any movement of Villistas. People had heard rumors of Villistas at Satevo, but nothing of any action north of there. A consular dispatch received by the state department from Mexico bore out the message from Gen Pershing. It stated that no evidence had been; obtained of rumored movements by ViMa. Card from Mr. Eaddy. I wish to say to the voters of Williamsburg that. The act provides for the creation of twelve Federal land banks and permits the establishment of any number of joint-stock land banks for the purpose of making loans at a reasonable rate of interest, for long periods of time, on farm lands. A Federal Farm Loan Board has complete control over these banks. Twelve Federal land banks are provided, one in each of the twelve districts into which the country will be divided. These banks are emI 1 -J puwereu iu lenu un mai uiui on farm lands in amounts of $100 to $10,000 for approved purposes. The loans are to be made through farm loan associations and agents. No loan may be made for more than 50 per cent of the value of the land mortgaged and 20 per cent of the value of permanent insured improvements upon it. National Farm Loan associations? local organizations composed exclusively of borrowers? are authorized. These associations must be stockholders in the land banks in proportion to the amount their members wish 1o borrow. Eventually all stock in the Federal land banks will be owned exclusively by these associations. A reasonable interest rate is established. The act prohibits the Federal land banks from charging more than 6 per cent on any mortgage, or requiring fees not approved by the Farm Loan Board. The Dorrowers win snare in me net profits of the bank because they are stockholders. It is contemplated that ultimately the borrowers will be the old stock holders. Long term loans are provided for by authorizing mortgages for periods of from 5 up to 40 years. Small annual or semi-annual payments on the principal are made a required feature of all mortgages.? A post card containing the following verses and bearing the above heading was received in Kingstree a few days ago by a mother from one of her sons on the Texas border as a : member of the National Guard: | The Devil in hell we're told was chained. ' And a thousand years he there remained. He neither complained nor did he groan, But determined to Start a hell of his own. i Where he could torment the souls of men Without being chained in a prison pen. So he asked the Lord if he had on hand Anything left when he made this land. The Lord said, "Yes. I had plenty on hand. But I left it down on the Rio Grande; The fact is, "old boy," the stuff is so poor, I Hnn't think von can use it in hell anv more." | But the Devil went down to look at the truck. And said if he took it as a rift he was stuck. For after examining it carefully and well. He concluded the place was too dry for a heli. So in order to get it off His hand The Lord promised the Dpvil to water the land. For he had some water, of rather some dregs, A regular cathartic and smelled like bad eggs. Hence the trade was closed, the deed was given. And the Lord went back to his home in Heaven' The Devil said to himself, "1 ha\ e all that is needed To make a good hell," and hence he succeeded. He began by putting thorns all over the trees. And mixed up the sand with millions of tleas; He scattered tarantulas along the roads, Fut thorns on cactus, and horns on the toads. He lengthened the horns of the Tejtas stee: s, And put an addition to the rabbits' ears; He put a little devil in the broncho steed, And poisoned the feet of the centipede. The rattlesnake bites you. the scorpion stings. The mosquito delights you with his buzzing wings; The sand burs prevail, and so do the ants. And those who sit down need half-soles on their pants. The Devil then said that throughout the land He'd arrange to keep up the Devil's own brand, And all should be Mavericks unless they bore Marks or scratches of bites and thorns by the score. The heat in the summer is one hundred and ten. Too hot for the Devil and too hot for men; The wild boar roams through the black chaparral; Tie a hell of a place he has for a hell. MILLER DRIVING OUT CATARRH If people knew how the presence of catarrh Is a constant menace, they would have none of it infests some part of the delicately adjusted body and makes it useless, thus throwing on the other organs more than their share of work. It affords a carefully prepared seedbed for the germs of colds, grip, tuberculosis and pneumonia. It so disarranges Nature's delicate plans as to make possible asthma, hay fever and other respiratory dlsordera It spreads until it becomes systemic, thus involving many organs and debilitating the entire system with serious results. Catarrh is easily neglected, and it rarely gets well of itself. It needs proper medicinal correction.
