Bids for refunding part of the tate debt, amounting to $5,000,000, nder the terms of the refunding :t of 1912, have been called for by le sinking fund commission. Members of the commission estimate that South Carolina banks lold about $1,500,000 of the brown onsol bonds. These investments re exempted from taxation: The lew bonds will be placed on the tax ooks and the State will realize ,bout $25,000 a year. Following the passage of the bond efunding act in 1912, a test case iTas brought in the supreme court, 'he act was held to be constitutional, .'he brown consol bonds were issued m 1S92 for 40 years with the option f the State to call them in after 20 ears. In 1912 the State had the ight to call in the honds, with the esult that the refunding act was lassed. About seven-eighths of the itate's debt is in the brown consol >onds. The new honds to be issued will un for 40 years and will become tptional at the end of 20 years.
