Columbia, January 27 (Special):? The "row" between Senator Tillman and Gov Cole L Blease. with its concomitant of resentment by the legislators of criticism, occupied a considerable portion of the General Assembly's time last week. The net x resuli was that the House passed a ? restitution urging Senator Tillman to present ary proof he might have of his charge that a certain railroad att togjey has exercised an undue influence on the Legislature. The Senate has referred Senator Tillman's reply to the Judiciary committee, j which is expected to report on it PI Tuesday. fThe reply of Senator Tillman grew out of a special message from the Governor attacking the Senator and the editor of The State, charging a conspiracy to defeat him for re-election. The House took cognizance of the reply to the message by passing a resolution urging the Senator to krinar mi* what nroof he could nrrv duce. i The Senate seemed especially re~ sentful of the Senator's implication that a certain railroad attorney had been dictating the legislators. The Senate's action on the Senator's reply, with the possible debate on it, will constitute one of the most interesting features of the week in the General Assembly. The senior Senator will come up for re-election before this Legislature and the plan is to hold a joint session Tuesday for the purpose of officially confirming the primary choice of last August. Another interesting event of last week was the passage by the House ! of a resolution by Fred Williams of Pickens calling for the repeal of the fifteenth amendment to the United i States constitution. Mr Williams: introduced the resolution for the committee on Federal relations, a subdivision of the House which in I recent years has taken no part in; legislative alfairs. This resolution j therefore marks the recrudescence j of a committee that once might have 1 played a very notable role in the af-ji fairs of the nation and the States. Resolutions of one sort and another have been justly popular in the House this session, most of the interesting features of that body's business having been contained in resolutions. One of some interest, which has not yet come up for decisive action, , is a resolution by Mr Fortner of Spartanburg providing for an investigation of the part railroads are al- , leged to have played in the primary campaign la3t summer. The resolution calls for an inquiry as to their activity in the campaign and as to their alleged distribution of passes '? *- - ^ 1! among tne paruzans or one cuauidate. The resolution, introduced Wednesday, went over for consideration later and is still upon the calendar. The tide of resolutions of investigation and comment, however, was not exhausted with one. The Governor. in his maugural message,had charged that S C Mitchell, president of 'he University, had made an agreement with the Peabody board by which certain funds hitherto de voted to Winthrop College should go to the South Carolina College and to the negro schools. The House, in accordance with this suggestion, if such it may be termed, passed a conciyrent resolution calling for an investigation of the Governor's charges. This was ordered sent to the Senate, which as yet has taken no action. An incident or note during ine week was the presentation to the Senate Wednesday of unfavorable reports on the insurance bills introduced by Senator Christensen and Senator Lide. The Christensen bill would vest in the Insurance Commissioner power to suspend or revoke the license of an insurance company which refused to invest reserves in this State. The Lide bill would provide that insurance companies must invest in this State 90 per cent of the reserves on future business written in South Carolina. So far little of the real business of the session, aside from routine elections, has been transacted.
